On March 18, Secretary of Tangshan Party Committee Wang Xuefeng with his party came to Jidong Development Group to investigate benchmarking activity. President Zhang Zengguang and the general managers participated in the discussion.
At the meeting, Secretary Wang debriefed the report on benchmarking activity of Jidong Development Group and spoke highly of the achievement that the group had obtained in recent years. He dedicated that it was an important decision of Hebei Province Party Committee and Government which was to carry out Benchmarking Activity among enterprises. It was an essential method to increase core competitiveness of enterprises, adjust and optimize industrial structure and accelerate to transform mode of economic development. In recent years, Jidong Development Group had energetically carried out benchmarking activity and done a large of detailed work. The group had laid a strong foundation for carrying out benchmarking this year and later time. It would promote the enterprise to develop soundly and rapidly.
Secretary Wang said benchmarking was a good character of modern enterprise. A modern enterprise had to constantly study advantages and others merits and keep to perfect itself in order to increase comprehensive competitiveness and occupy the competition dominance of market. As a large state-owned enterprise, Jidong should set up aggressiveness to define the thought and target, promote to optimize industrial and products structure through constant benchmarking.
Secretary Wang emphasized the activity had to solve with whom, what and how. On the issue of benchmarking with whom, Secretary Wang said Jidong as an enterprise which ranked forward of the same trade must choose advanced enterprises at home and abroad as the target and also consult the advanced index of other enterprises. Thus the group could find its limitation and make pointed references to draw up plans.
On the issue of what to benchmark, Secretary Wang emphasized that firstly, the group should benchmark the capacity of independent innovation including capacity of R&D, new product development, equipment scale, technology scale and process scale. The group had to put forth effort on original innovation, integrated innovation and introducing-digesting-absorbing innovation. The thoughts of founding R&D base, introducing scientific achievements, introducing other products were feasible. And independent innovation was the way of realization that was the core. Secondly, the group should benchmark the employees inner quality which was the development foundation. The group should sincerely analyze the quality status of management team, R&D staff and common workers and then adopt proper measure to increase the quality. Thirdly, the group should benchmark budget index and aggregative index. Index was just a result, a presentation. Manager had to see through the appearance to perceive the essence and also analysis and research to eke out itself limitation. Fourthly, the group should benchmark management mode. Jidong should separate secondary lines of business from core business and turn the secondary lines of business into core business. Just as comrade Zhang Zengguang said that it was impossible to enter into international advanced scale depending on cement industry. Jidong Development Group had a famous brand. That meant the group must gather talent people and R&D institutions, develop new products and sell technology during brand time, expansion time in low cost and risk-free expansion time. Fifthly, the group should benchmark management innovation. The group had to constantly increase management level in order to cater for the need of competitive development. Sixthly, the group should benchmark adjustment of products structure and multi-channel management. The group must extend industry line and explore new development field. Seventhly, the group should benchmark corporate culture. The group had to learn advanced experience and temper corporate spirit so as to strengthen cohesion.
On the issue of how to benchmark, Secretary Wang indicated that firstly, attitude was important that Jidong must get rid of formalism. Secondly, thought of benchmarking had to be right. Not only static benchmarking but also comprehensive benchmarking should be made the best in order to find the distance. Current index and potential competitiveness, core business and secondary business all had to be benchmarked. Thirdly, which method we chose to benchmark. The benchmarking plan that Jidong Development Group made should be strategically and tactical. And every field should have a benchmarking plan; even every employee should have one. The group must guarantee benchmarking activity to be pushed to every aspect, every field and every connection. The activity would accelerate the industry optimization and upgrading of Jidong Development Group and increase the competitiveness so that the Group would rank first place in China even in the whole world.
At the meeting, leaders from government gave suggestions and other units to carry out the activity.
