Report of Emergency Rescue to the Accident of Jidong Heidelb

I. Base situation
In the afternoon of Feb 9, 2011, the limestone was congested in the delivery silo in quarry plant of Jidong Heidelberg (Jingyang) Cement Company. About 18 p.m., the limestone hang in the silo was suddenly fell down and crushed the bunker wall when the operation workers were dealing with the danger. 3 of the 8 workers were pushed out by the shock wave and others were trapped in the silo.
II. Jidong Cement has taken emergency measures
After the accident, the quarry plant immediately gave report to Jingyang Company, Shaanxi Area of Jidong Cement, county government of and bureau of public security of Jingyang. Contingency plan was activated rapidly. All powers were assembled to carry out the emergency rescue. The president and secretary of the Party committee of Jidong Cement Company, Zhang Zengguang gave instructions at the first time that the Shaanxi Area should rescue the trapped staff with all effort at any cost. At the same time he dispatched the general manager Yu Jiuzhou, deputy manager Liu Chen and deputy manager Liu Zongshan who is also the manager of Shaanxi Area to fly to the accident scene and organize the rescue leading team of 2 09 accident with rescue team, material support team, dependents coordination team, expert team and comprehensive coordination team. The expert team had made four plans and finally adopted the fourth one: to remodel five 50 shovel loaders to work by turns.
The expert team held rescue meeting at 15:30 everyday to discuss the rescue work. It strengthened the coordination between the enterprise and the units of government; constantly assembled specialists, professional staff and equipments to the rescue; established pre-arranged planning to prevent every possible situations including secondary disaster and demonstrated the feasibility, reliability and efficiency.
III. All levels of government had adopted emergency measures
The county Party committee and government of Jingyang activated the contingency plan immediately after the report. Chief leaders and other leaders with specific duties guided relevant personnel from supervision bureau, bureau of public security, health bureau and fire brigade to the scene at the first time. They organized rescue headquarters the carry out rescue with Jidong Cement together. A rescue team of over 150 people had been participated in the rescue work.
The secretary of Xianyang municipal Party committee Qain Junchang and acting mayor Jiang Feng gave the instructions to do the rescue work with intensive efforts. The deputy mayor Zhao Qingming guided relevant personnel to the scene.
At president, the equipments and 9 specialists from Binchang Mine, 6 professional staff from the Forth Engineering Company of First Bureau of Railway and mine rescue crew of Tongchuan Mineral Bureau had arrived the scene and began to work.
IV. Pacified the trapped workers families
13 hours after the accident, the families of the 5trapped workers arrived at Jingyang. Jidong Cement dispatched 38 employees which was separated into 5 teams to receive the 5 families and introduced the situation of the rescue. The families were emotionally stable at the moment.
V. The newest progress
By the end of 16 p.m. of Feb 13, 4500 tons of limestone had been cleaned out of the silo and the rescue team was searching more rapid and efficient way to expedite the progress.
