YCF Holds Work Conference on Party Construction

In accordance with the secretaries' symposium of CPC committee of enterprises and establishments directly under Sinopec held by the Leading Party Members' Group of Sinopec from August 14 to 15 and to summarize YCF's Studying Month for Party Members, the YCF Party Committee held the work conference on Party construction on the afternoon of August 29 at the conference hall.

Secretary Qian Hengge of YCF Party Committee made a speech, and Deputy Secretary Cao Yong of YCF Party Committee, on behalf of the YCF Party Committee, summarized the Studying Month for Party Members. General Manager Xiao Weizhen presided over the meeting.

In the Party constructionconference, Qian conveyed 4 pieces of experiences on Party construction (i.e., "4 persistence") summarized by Zhou Yuan, Deputy Secretary of the Leading Party Members' Group of Sinopec and Deputy General Manager, at the symposium as well as the goals and requirements for further reinforcing Party construction.

Then Qian delivered the important speech addressed by Su Shulin, Secretary of the Leading Party Members' Group of Sinopec and General Manager. Firstly, Party construction in enterprises should adhere to "2 services". Secondly, Party construction in enterprises should seek practical results: the solid political core role of the Party organizations, the solid fighting stronghold role of Party branches and the pioneering function of CPC model members.

Thirdly, we should build a high-quality and compound team of Party and political cadres.

Qian pointed out that, to act in the spirit of the symposium, we should make great efforts in the "3 practical results" and further reinforce Party construction. Qian required the conscientious implementation of the No. 1 Document of the Leading Party Members' Group, to set up the "4-Good Management" and further strengthen its construction.

According to Qian, to implement the "Opinions on Further Strengthening Management Construction" (Leading Party Members' Group of Sinopec [2007] No. 1), the key of strengthening management construction lies in strictly abiding by CPC's political discipline, organizational discipline, working discipline and clean government discipline.

To study and understand "Strengthening Cadres Contingent Style Building" proposed by Su, from the perspective of organization, the primary issue is strengthening system standards and discipline restriction; the second is individual cultivation and self-restraint. Qian required the party-government groups of all secondary units to hold a high-quality democratic life meeting.

Thus, they can find out their disadvantages and carry out criticism and self-criticism, so as to distinguish their thought resources and define their rectification direction and measures. Those who have held the democratic life meeting can also make up according to the above requirements.

Cao Yong summarized the Studying Month for Party Members and proposed requirements for promoting education and advancement construction of Party members. According to Cao, firstly, to make full preparation for publicizing work to welcome the 17th CPC National Congress; secondly, to seriously implement the spirit of the symposium; thirdly, to strengthen education of Party members and tamp a solid foundation for the team of Party members; fourthly, to further train secretaries of Party branches and improve construction of Party Branches.

We should explore effective methods for frequent education of Party members under new situations and continuously improve ideological and business qualities of the team of Party members. Therefore, Party members will become the most important human resources in enterprises, and Party organizations' cohesion, battle effectiveness and creativity will be continuously improved, which will provide powerful ideological, political and organizational guarantee for YCF's reform and adjustment, effective development and realization of benefit goals.

At the end of the meeting, Xiao Weizhen required all units to hold meetings as soon as possible to study and implement the spirit of the conference. YCF's all Party-Masses departments are required to work out schedules and measures on reinforcing Party construction to put YCF's Party construction to a new height.

Xiao required all units to carry out safe and steady production, energy saving and consumption reduction to lower cost and improve efficiency. All units should actively make exploration in their operation, accelerate development and safeguard enterprises stabilization to welcome the 17th CPC National Congress with great achievements in Party construction as well as production and operation.
