Nine out of eleven items of children's clothing bought from high street stores in Leicester have failed to meet basic safety standards.
The findings follow test purchases made by Leicestershire County Council trading standards officers.
The items were found potentially to be at risk of injury to children.
According to safety officers, faults included loose buttons, decorative components posing a choking risk and ties and belts that were too long.
In some cases, hood cords in the neck area of garments could have led to strangulation while children used playground equipment, according to trading standards officers.
The items of unsafe clothing were removed from sale and the companies involved are currently being investigated.
David Bull, head of Leicestershire County Council trading standards service, said: "It is disappointing that some manufacturers and importers are not complying with important safety requirements.
"I am very disappointed with these failures, as these safety standards have been in place now for a number of years and were implemented to safeguard children."
