US Berry Amendment be put in practice in 1941 prescribe that US DOD should consider homeland product in advance ,that means they should purchase the product be made of US material by US labor when they purchase fashion, food, metal etc. For a long period, US DOD have not abided by "Berry Amendment" completely and purchase part munitions from abroad which incur the critical of US manufacturing. In 2001, US congressman force Congress to promote carrying out "Berry Amendment" with the reason of importing beret being harmful to the national safety.
In December,2005, US Congress pass through 2006 national defence accredit bill which mend "Berry Amendment" in two sides and further the limitation of US stocking war product from abroad. Firstly, require US DOD boost the transparency of foreign stock. If army side decide to use the exceptional instance of "Berry Amendment"(purchase from abroad), DOD should publicize this instance in official website; Second, the clothing accessories without the requirement of"purchase US product"also should be brought into "Berry Amendment". It is claimed by US textile that the stock sum of textile & fashion including 8000 catalogues uniform, T-shirt, tent, parachute, banner reach $25billion reach $25 billion.
These days, US councilor deliver new proposal to congress to demand extending the application range of "Berry Amendent"
to Country Security from previous DOD and coast posse. The councilor say that amending "Berry Amendment" can contribute to increase the transparency and reliability of textile stock as well as US inland textile industry. The president of NCTO also claim that textile stock of US army influence the security of nation and economy as well as the textile industry owing 0.7million professionals.
