USs temporary quota on China fashion& textile will be used up and have to be prolonged. Both US fashion manufacturers and importers pay great attention to the development and hold different viewpoints to new free trade may appear.

Some administrative personal of US fashion enterprise warn that the fashion trade bulwark may not be removed in 2006 while new obstacle will can be seen.

Vice-president for Global purchasing of Inc Co. Liz Claibourne think that after 2009, US will still take defendant market measures that will be implemented in other form. The company has total value $4.8billion and produces several brands including Ellen Tracy, Dana Buchman, and Lucky Brand Jeans. They anticipate that until 2013,US will continue to carry out anit-dumping tax, high tariff and market defendant measures.

It is reported that US fashion manufacturer have ability to reduce import market while to continue to build trade bulwark of China s fashion and cloth, US textile industry is researching other ways because US practitioners think these China products may seize US market share.

At present, US Textile Contract Executive Council is taking market defendant measures on 34 categories fashion including cotton trousers made in China and shirt etc.

On the end of 2005,Textile Agreement Executive Council decide to take market defendant measures on above 34 categories fashion till to December,2008 while EU take similar measures on China fashion until the end of 2007.

According to the existing regulation, textile agreement executive council will no longer implement market defendant measures, but will continue to take market defendant measures on special products until 2013.Besides, US Foreign Trade Committee composed of three republic party members and three democracy party ones, deputed by president and authorized by senate may decide to implement market defendant measures but is not permitted in theory.

If US textile industry can evident that the price of Chinas import products is lower than the one of local manufacturers similar products, US can cite anti-dumping article to restrict the import of these products.
