Recently, the vice-director of Russia Custom show that Russia custom will further striking ashen import trade and conduct strict supervise to the textile product from South-east Asia, China and Turkey etc and decrease the rate of grey import trade to 15%.
It is introduced by Europe department of Commerce Council that Russia hope China to offer the list for main textile exporters to ensure carrying out works pertinently.
1. After disorganization of Soviet Russia. Russia textile & fashion industry decline continually to this day, the same is its proportion in inland total production value. The data from Russia National Stat Bureau show that the production value of textile & fashion is about $2.89billion, accounting for 0.35% of inland production value.
There are about 0.014million textile & fashion enterprises which all be privately owned and 0.4million employees, about 40 big-scale enterprise, accounting for over 60% of total production value in Russia. The most important industry in textile industry is cotton textile industry whose product can meet 70% inland demand while nearly 80% silk and chemical fiber need to be imported. The fashion ordered by country mainly for special industry operation (army, police etc) account for 50% of total fashion products. It is evaluated by the experts from Light Industry Association that the annual sale of Russia textile & fashion is about $30billion, the main from import product.
The statistic from Russia custom show that fashion trade sum in 2005 is $1.25billion including $0.128billion export and $1.122billion import , the country just mainly import fashion & chemical fiber from and export cotton textile to some main trader countries such as China whose export sum to Russia is most, reaching $0.86billion, Turkey and Vietnam.
The above statistic also show that over 40% textile & fashion distributed in market is imported through grey clearance.
2. The difference between the stat of Russia textile & fashion trade and that of China:
The statistic from China custom show that the trade sums of Sino-Russia textile & fashion trade is $6.217billion, increased by 35.3%; including China export $6.212billion, increased by 35%, more $5.35billion than that of Russia. China textile& fashion imported from Russia is $4.8million, decreased by 22%.
Russia is the forth biggest market for textile & fashion export. The main reason for large difference in stat is: Russia implement high tariff policy after Soviet Russia disorganization, however, grey clearance for textile export is prevails due to official corruption and low efficient clearance etc. In recent 10 years, Russia official claim to strike grey clearance, but make less effect. This time, it can be afraid that Russia can not get anticipated result by taking these measures and can not solve the problem in self mechanism. Therefore, to export product in the means of "Baoji Baosui", importer need not any bill for clearance and shipping which is unsteadied by folk bill presented by Russian customs application company to Russian custom department after load the goods in airplane.
"Boji Baosui"means that before imports arriving in Russia, importers pay part fee to Russia Custom application Company who make out other bill to pay freight to transportation company and conduct clearance in custom who just offer a clearance form for conveyance, so that common importer can not get the warrant of custom application. Because custom application company collude with custom official , the custom application in"Boji Baosui"is lower than the common one.
