Import agents transfer quota surplus of China

Import agents having quota surplus for importing clothing from China are trying to reap profits by allotted quotas.
To use surplus capacity, agents are charging R3 extra from retailers per item of clothing.
Although quotas allotted for import of clothing and textiles are decided on the basis of quantity, some agents obtains surplus due to less requirement compared to previous year.
According to law, transferring of quotas is illegal as per the agreement signed with China.
Experts are of the opinion that this transferring is helping import agents rather than clothing manufacturers.
They also said that transferring of surplus quotas will not impact quota system as agents are not exceeding quotas.
