It is revealed from the Working Conference on Changsha Ports that Changsha will give priorities to the construction of 12 projects during the 12th Five-Year Plan period (2011-2015). By then, Changsha port will be built into a waterless port that opens to coastal ports and serve as a radiator for inland water-free ports in such regions as Jiangxi, Anhui and Hubei. Besides, it will also become centers of international multimodal transport, domestic allocation and regional logistics distribution.

To put it in a simple way, the water-free port is designed to extend the function of coastal ports to inland Changsha. Formalities of customs clearance and exportation for cargoes can be handled directly in a bonded logistics center in the same way as in coastal ports, said Yi Lianglun, director of the Changsha Municipal Port Office. In this way, the logistics running time is significantly reduced and the costs arising from clearance and logistics are also effectively cut .

Among the estimated investment into the 12 key projects, 350 million yuan will go to Jinxia railway container logistics center, and 80 million yuan to Jinxia road port project and Xingsha road port project for each.
