The Household Energy Price Index, calculated by Austria's E-Control and Finland's VaasaETT, stands at 103.8 points for power in September, up from 102.8 for August, with 89.55 for gas, up from 89.34 in August.
Launched in January 2009 at 100 for both commodities, the index shows domestic gas prices recovering towards pre-recession levels while power continues an all-year run above 100.
"Electricity prices are their highest level since we started this survey in January 2009 while gas prices have not been as high since April 2009," HEPI authors said.
For electricity, Copenhagen households pay by far the highest power rates in the EU15 at 28.93 eurocents/kWh, the data for September show. Some 53% of Copenhagen's bills relate to tax charges and only 22% to energy, compared with an average EU15 tax component of 23% and energy component of 49%.
Berlin households pay 22.78 eurocents/kWh for power (second dearest), Madrid households pay 16.9 eurocents/kWh (10th), London households 14.64 eurocents/kWh (12th) and Paris 13.19 eurocents/kWh (13th).
Athens households pay the least at 11.64 eurocents/kWh.
For gas, the most expensive capital is Stockholm (18.37 eurocents/kWh), way ahead of second-placed Copenhagen (11.28 eurocents/kWh).
Berlin gas customers pay 6.38 eurocents/kWh (sixth), Parisian users 6.10 eurocents/kWh (eighth), Madrid households 6.03 eurocents/kWh (ninth) and London users 4.29 eurocents/kWh (the cheapest of the EU15).
HEPI is calculated each month by Austrian regulator E-Control in cooperation with Finnish consultancy VaasaETT. It is a weighted end-user price index based on the electricity and natural gas prices collected both for incumbents and competitor companies in the capital cities of EU15 member
states.
