China: Shandong independents cut petcoke production due to power rationing

As most regional governments rationed power supplies to electricity over-consuming industries to meet their energy-conservation goals set in the Eleventh Five-Year Plan (2006-2010), some Shandong independent refineries were forced to shut delayed cokers, the energy-intensive refining facilities, to reduce electricity use, a survey found.
As a consequence, average coker run rates in these refineries plunged by 11.3 percentage points to 46.9% on week, which means a reduction of 20% or 1,900mt in petcoke daily yields.
For instance, Shandong Jincheng Petrochemical Co Ltd, shut its 300,000-mt/yr delayed coker and cut utilization of its 1-mil-mt/yr coker and 20,000-mt/yr coker this week due to insufficient electricity quota, a company source said.
Likewise, the power rationing measure had stung another local refinery, Shandong Shenchi Chemical Co Ltd. Earlier on Oct 10, it halted production of its 1-mil-mt/yr coker and normal production did not resume until five days later. Petcoke output were cut by 3,000mt/d during the shutdown, said a source from the refinery.
No other independent refineries in Shandong were heard been obliged to shut delayed coker due to the rationing of power supply yet. "If the policy went on for long, we would use diesel-engined or other self-owned power generators to maintain electricity supply and normal production", denoted a source with a local independent refinery.
Separately, power rationing did not impose impacts on state-owned oil producers, like Sinopec, PetroChina and CNOOC, all of which recorded stable petcoke supplies, according to sources with these oil giants.
