China: CNOOC Yingkou refinery in Liaoning postpones plan to start operation

CNOOC Yingkou refinery in Northeast China's Liaoning Province has postponed its previous plan to kick off operation on Nov 25, and the refinery has not fixed any specific date to come on line, according to a source with CNOOC.
"The postponement was mainly because of some issues with documents. In addition, cold weather amid heavy snow in Northeast China also impacts refinery operation at present," the source explained.
CNOOC Yingkou refinery, or CNOOC Yingkou Bitumen Co, is equipped with a 1-mil-mt/yr crude distillate unit. The refinery is designed with capacity to produce about 500,000mt of bitumen, 10,000-20,000mt of naphtha, 230,000mt of low-sulfur fuel oil and 240,000mt of VGO per year.
