Less than three percent of the lucky 400,000 reoffended, said Minister of Justice Wu Aiying on Tuesday at a meeting of the Central Committee for Comprehensive Management of Public Security.
She said the committee of political and legislative affairs of the Central Committee of the Communist Party of China had allocated specific funds and established special agencies to help the ex-convicts settle down and find jobs.
The rest of the ex-convicts didn't get the help mainly because they were difficult to contact. Many released convicts prefer to leave their former residences to start a new life.
Wu said more help would be offered to ex-convicts in the future, with the government planning to assist them with residence registrations, accommodation, subsistence allowance applications and farmland authorization.
"Enterprises are encouraged to find job opportunities for ex-convicts and the government encourages ex-convicts to start their own businesses," said Wu.
She also said the departments concerned would register all the ex-convicts who are released from prisons or labor houses.
