Li Dongxu, head of the urban construction department of China's Ministry of Construction, said that the Chinese government has formulated policies; and proposed to give priority to developing urban public transportation in order to improve traffic efficiency and alleviate traffic jams. The funding for the city's public transportation should be increased. Local governments should give necessary funds and policy support for rail transportation, comprehensive transfer hinges, station buildings, rail cars, and the appearance and renovation of facilities. At the same time, social capital, including foreign capital investment in the form of joint ventures and cooperation, should be established for the construction and operation of urban public transportation.
