As a professional service organization for project matching and investment promotion, Invest Beijing International (IBI) has been facilitating CDM capacity building and project development in Beijing and striving for a more important role in CDM promotion.
To facilitate this job, IBI has organized a task force consisting of specialists in investment consultants, sustainable energy advisors and international business developers. Their major roles include: to make studies on the methodologies, procedures, benchmarking and PDD; to seek for some potential projects; to work closely with relevant government departments; to establish extensive communications with relevant international companies and organizations, such as A + B International, Asian Development Bank (ADB), ICECAP of the UK, NEDO of Japan, and Climate Change Project Office of the UK, etc.
The Clean Development Mechanism (CDM) is one of the two project-based flexible mechanisms of the Kyoto Protocol. These mechanisms are designed to make it easier and cheaper for industrialised countries to meet the greenhouse gas (GHG) emission reduction targets that they agreed to under the Protocol. The CDM is also mandated to assist developing countries in achieving sustainable development.
The Kyoto Protocol allows developed countries to reach their targets in different ways through 'Flexibility Mechanisms'. These include: Emissions Trading (trading of emission allowances between developed nations); Joint Implementation (transferring emission allowances between developed nations, linked to specific emission reduction projects); and the Clean Development Mechanism (CDM). The CDM is the only Flexibility Mechanism that involves developing countries. It allows developed nations to achieve part of their reduction obligations through projects in developing countries that reduce emissions or 'fix' or sequester CO2 from the atmosphere. The booklet describes the potential for land use projects within the CDM. It provides guidance to people in developing countries who are responsible for establishing enabling policies and regulations in this area, as well as project developers.
