US may authorize new anti-dumping law

Recently, US senate passed a new anti-dumping act that is referred for US president s authorization. This act demand that in the middle of 2009, all importers who should anti-dumping tariff must pay enough cash to customs at anticipated anti-dumping tariff instead of paying part deposit or bill.
The draftsman of US government said in US governmental website that capitol hill has passed new act which can ensure posing anti-dumping tariff on products exported from other countries to US, Especially China.
The researcher of China Commerce Ministry consider that new act have no restriction on US big-scale importer but have large influence on US small-middle-sized enterprise and China small-middle-sized export enterprise.
Some experts consider that according to new act, US custom will overtime to control China capital. So some China small-middle-sized enterprises have to increase operation cost and decrease profit because they have to pay deposit with US importers.
The statistics shows that in 2005, Sino-US trade sum have reached 211.6billion USD, US has became China biggest export market and second biggest trade associate. In recent several years, China commodity accounts for big proportion among anti-dumping products certified by US government.
