Vice Minister of Water Resources, Mdm. Zhou Ying and Deputy Director of Committee of Environoment and Resources, Mr. Xu Yongqing inspects in Sichuan for water and soil conservation in road construction.
Ministry of Water Resources has strengthened inspection of water and soil conservation enforcement in the year of 2006 in order to implement the concept of scientific development and fulfill the requirement of building resource-conservative and environmental friendly society.
Five ministrial joint inspections were jointly held in 2006 with Committe of Environment and Resources, National People's Congress, Ministry of Land and Resources, Ministry of Railway to review more than 20 projects in the fields of water resources, hydropower, thermol power, communication, coal, building material. Successful experience and pratices in water and soil conservation in Xiluodu Hydro Complex was praised while Jigang Cement Plant in Jilin Province was seriously critisized for its illegal activities.
Enforcement and supervision of water and soil conservation in the river basin level is also strengthened by organizing supervision of implementation of water and soil conservation plan in constructive projects. Provincial water and soil conservation management is promoted through more than 2,200 inspections of nealy 10, 000 projects.
Water and soil erosion due to newly built constructive projects has been constrained and dueties and obligations of water and soil conservation in the construction and development has been clarified.
