On April 21, Mr. Yu Jian, Deputy Secretary-general of Shaanxi Provincial Government and Deputy Director of the Administrative Committee of Yangling Demonstration Zone, stated that the cooperation agreement signed between Shaanxi Provincial Government and Ministry of Civil Affairs during the annual session of China's parliament in March support the rational adjustment of administrative divisions in ShaanxiProvince. According to the Guanzhong Tianshui Economic Zone Development Plan and development strategy, Yangling Demonstration Zone will be enhanced to city-level. At present, all work to set Yangling as a city has been launched and efforts are made to formulate overall planning for the city development.
In the Guanzhong-Tianshui Economic Zone Development Plan, Yangling, Baoji and Tongchuan are defined as sub-core city in the zone. By 2020, the population in Yangling is supposed to reach 300,000 with an urban area of 35 square kilometers.

By now, Yangling Demonstration Zone is with an urban area of 16 square kilometers, 200,000 people in total and 80, 000 with city residence. Yangling Demonstration is making massive investments to the construction of major urban infrastructure and related facilities, expanding urban space and improving urban functions, thereby developing Yangling into a modern medium-sized city with distinctive local characteristics.
