In the afternoon of Aug. 6, at the Shangri-La Hotel, Dalian, the Summit Forum on Intellectual Property was held. It was sponsored by the State Intellectual Property Office of the P.R.C, the China Council for the Promotion of International Trade and the Liaoning Provincial People s Government, and organized by the Dalian Municipal Government. As a theme activity of the Patent Fair, the forum has become the one which is the most authoritative and at the highest level on the subject of china s intellectual property. Since 2002, 6 sessions have been successfully held. The theme for this forum was Stimulation of innovation & Commercialization of intellectual property ", expressing the demand of the rapid economic rebound in the post-crisis era for intellectual property: while promoting innovation, we must commercialize intellectual property and push forward the contribution of scientific and technological achievements to economic and social development.
Innovation is the foundation, and commercialization of intellectual property is the goal. "Commercializing intellectual property is conducive to building an innovative nation as well as enhancing our independent innovation capability, thereby improving our international status and comprehensive competitiveness, said Qu Xiaofei in his speech. Commercialization of intellectual property is a major process changing intellectual property from a right to a value , so as to achieve the actual value to the nation and enterprises; it is also indispensable in the chain of value of intellectual property.
Since the "Eleventh Five-Year", the cumulative total of patent applications in Dalian has reached 35,000, and patents 13,000, which has ranked it first in the Northeast for 6 consecutive years. It is reported that, in the next five years, "effective use" of intellectual property has become one of the important principles in development planning for intellectual property in Dalian. We will establish a platform for trading intellectual property to promote property rights and the industrialization of innovation achievements, building Dalian into a regional trading center for intellectual property; we will foster a number of model intellectual property enterprises, making them an important vehicle for the creation and commercialization of intellectual property; we will also further improve supporting laws and policies for the commercialization of intellectual property.
