Yesterday morning, the commissioning ceremony of Intel s Dalian Chip Plant, with an investment of 2.5 billion US dollars, was held in their plant area in Jinzhou New Area. Intel s Dalian Chip Plant is Intel s first Wafer Foundry in Asia, the largest foreign investment project in Dalian since the inception of China s reform and opening-up, and the biggest and most advanced project in which the United States has invested in China--a milestone of Sino-US high-tech cooperation.

Located in the Export Processing Zone of Jinzhou New Area, Intel s Dalian Chip Plant is Intel s first Wafer Foundry since 1992 and the eighth one for 300 mm wafer in the world. The project broke ground in 2007, with a total plant area of 163,000 square meters. With Intel's advanced 65-nanometer fabrication technology, they will produce 300-mm wafers with one has hundreds of chips and the transistors line of a chip is 1400 times finer than a human hair. Currently, owing to the economic effects driven by the industrial clusters, the plant has attracted 24 investment providers to Dalian, and more than 80 local enterprises have already become its suppliers.
On behalf of the Liaoning Provincial Committee of the CPC and the Provincial Government, Chen Zhenggao extended warm congratulations on the commissioning of the plant. He said that in the past three years, the plant under construction had been the focus of global concern. It is not only the Intel s first 12-inch Wafer Foundry in Asia, but also the largest single foreign investment project in China since the inception of China s reform and opening-up. The commissioning of the plant was the responsibility of and supported by the central leadership and various ministries, embodied by strenuous efforts on the part of the builders, and is the fruit of the cooperation between Liaoning and Intel. Chip manufacturing is an emerging industry with strategic relevance and impact. The startup of the plant will bring Dalian s information industry into an unprecedented breakout period, accelerating the formation of internationally competitive industrial clusters; it will attract more supporting and related enterprises from home and abroad, stimulating a new round of investment; it will improve Dalian s innovative capability to promote the revitalization of all of Liaoning. The Liaoning Provincial Committee of the CPC and the Provincial Government will continue to attach importance to and support the development of Intel Corporation in Dalian, and provide them with all kinds of conveniences to make the plant the pride of Intel and of Liaoning.
Zhang Xiaoqiang said that Dalian is the leading city in the revitalization of old industrial bases in the Northeast and in the opening and development of the Liaoning Coastal Economic Zone. The startup of the plant will play a positive and far-reaching role in Dalian s high-tech industry structure adjustment and in the great development of the integrated circuit industry. Zhou Zixue said that though there was a global financial crisis during the construction process, the plant did not reduce its investment; on the contrary, they quickened their pace and showed their confidence in Dalian s investment environment. This commission will have a positive and significant impact on the development of Dalian s electronic information industry.
Consul General Tan Sen said that the success of the plant going into production in Dalian exemplifies the new progress of China-US cooperation in commerce and technology, broadening the areas of cooperation and exchange between the two countries, reflecting the favorable investment environment in China, which will bring more U.S. enterprises to invest in China. Paul Otellini expressed that the current computer industry is undergoing "intelligent" revolution and creating exciting new opportunities. Intel will cooperate with the Chinese government, industry, communities and education to embrace new opportunities and to have new development.
The Intel commission is a big event in the history of Dalian s development. Dalian Party secretary Xia Deren said at the seminar for domestic and foreign media that it will have great effects on Dalian s economic development: high-end brand effect, industrial driving effect, the effect of talent accumulation and the effect of the acceleration of internationalization. It will have significant impact on the transformation of Dalian s economic development mode, industrial structure adjustment and upgrade and the development of high-tech industries; it will fill the gaps in the field of Dalian s integrated circuit to promote Dalian from traditional industries to the high-end electronic information industry. According to Xia, Dalian is now speeding up construction of the innovative city with the opportunity the establishment of Intel in Dalian created. On the one hand, we have more than 1,000 high-end talents in the plant as important human capital for Dalian s independent innovation and industrial upgrading; and on the other hand, with the Intel Corporation as a platform, we will enhance local IC personnel training for Dalian s innovation and the optimization of the industrial structure. In the next five years, Dalian s IC industry is expected to reach a 50 billion dollar industry scale.
After the ceremony, Dalian Customs and the Intel Semiconductor (Dalian) Co. Ltd. signed a memorandum of cooperation.
