Recently, in the honor-granting activity held by the Central Propaganda Department, the Ministry of Justice and the National Legal Publicity Office for commending outstanding individuals and units in carrying out "The Fifth Five-year Plan" of legal publicity and education, ICBC was honored the "Outstanding Unit in Implementing 'The Fifth Five-year Plan' of Legal Publicity and Education", and the general manager of the department of legal affairs was awarded the "Outstanding Individual in Implementing 'The Fifth Five-year Plan' of Legal Publicity and Education", which was the second time that ICBC has won this national honor since 2006.
Promoting legal publicity and education is foundational for raising Chinese people's legal awareness, carrying out the rule-of-law administrative strategy, and building up a socialist country ruled by law. Since the Chinese government began to implement the first five-year plan of legal publicity in 1986, the period between 2006 and 2010 has been the fifth term to administer the plan.
The people responsible for ICBC's legal affairs said that, following the requirements listed by the "Fifth five-year plan", ICBC Department of Legal Affairs had started from its work duties to carry out the idea of legal management, and centering on the guarantee of legal management and legal risks control, had provided a strong legal support for ICBC's reformation and administration.
In recent years, ICBC Department of Legal Affairs has not only actively fulfilled its tasks of reviewing legal consultancy and handling litigation cases, providing support for the innovation and development of ICBC, but has also played an important role in promoting ICBC's stock reform and getting listed, improving its governance structure and establishing overseas branch offices.
At the same time, ICBC Department of Legal Affairs has continued promoting legal publicity, legal education and training by holding training courses and contests of legal knowledge and composing pamphlets to publicize law, which effectively increases the legal awareness of ICBC's management and employees, setting up a firm foundation for guaranteeing legal management in ICBC.
Since 2004, ICBC Department of Legal Affairs has kept compiling "The Annual Report of Banking Law" and publicized it to the whole society, which, being the only successive publication in the field of banking law, has exerted a positive influence in publicizing banking law.
The excellent performance of ICBC Department of Legal Affairs has also won recognition from the news media and the legal circle at both home and abroad. The legal journal Asia Legal Business, which enjoys significant international influence, awarded the two grand prizes "The Best Company Lawyer" and "The Best Banking and Financial Services Company Lawyer" to ICBC Department of Legal Affairs, who has also become the only corporate legal team to have won these two prizes at the same time in recent years.
