Write: Stokley [2011-05-20]
On January 17, CNPC and Jilin Provincial Government signed a strategic cooperation framework agreement in Songyuan, Jilin Province. According to the agreement, the two parties will jointly speed up the construction of a 10Mt/a oil and gas field, a 10Mt/a refinery and oil gas pipelines.
Before signing the agreement, Sun Zhengcai, secretary of Jilin provincial party committee, and Wang Rulin, Jilin provincial governor had talks with CNPC President Jiang Jiemin on further strengthening cooperation between the oil company and local government. Jiang Jiemin and Wang Rulin delivered speeches and signed the document on behalf of the two parties respectively.
The agreement specified that the two parties will accelerate the implementation of a gas supply project in Jilin to benefit the local people. At present, 80% of the gas consumed by Jinlin Province is supplied by CNPC. The gas supply project includes the Shenyang-Changchun-Harbin trunk line of the northeast gas pipeline network, the branch lines in Jilin Province, as well as matched downstream urban gas and CNG utilities. The trunk line will travel 314 kilometers in Jilin Province with the designed annual deliverability of 12 billion cubic meters, which is expected to transport gas produced in western areas to Jilin in 2012.
In the year 2015, CNPC will provide six billion cubic meters of natural gas for Jilin Province, increasing the share of gas in Jilin's primary energy mix to 10% from 2.7% in 2009, and hence reducing the CO2 and SO2 emissions by 28 million tons and 220,000 tons respectively.
