The year of 2010 marks a milestone for the talent training and talent work of our country. In the past year, Shaanxi province stuck to the implementation of the requirements and the guidelines for talent development put forward on the national conference on talent affairs, sped up the implementation of the strategy of prioritizing talent development, promoted the development of talent teams, gradually innovated talent-related innovated policies, mechanisms and systems, and strived to create a sound environment for talent development.
With the efforts and the support for talent development from the provincial government and the local government, the talent work of Shaanxi province has advanced to a new level.
Relying on the practice of Shaanxi province, working out a scientific guideline and building the strategic layout of prioritizing talent development
Planning serves as the guideline of the talent work, and is crucial for its direction and its overall progress as well as the long-term development. CPC Shaanxi provincial committee and Shaanxi provincial government pay great attention to the drafting of talent development plans. First, CPC Shaanxi provincial committee and Shaanxi provincial government have attached great importance to the plan drafting at the provincial level.
Since the drafting of the Medium and Long-term Talent Development Plan (2010-2020) of Shaanxi Province was launched at the end of 2008, a drafting tem comprising of industry experts, department leaders and front-line staff was established and 20 important research projects were organized. Zhao Leji, secretary of CPC Shaanxi provincial committee, and Zhao Zhengyong, acting governor of Shaanxi province, took the leading role in survey of talent work, conducted researches on relevant problems of talent work, and worked out solutions.
The talent work leading group of CPC Shaanxi provincial committee held four sessions to discuss the first draft of the development plan. Secretary Zhao Leji organized the amendments to the plan and made three instructions. Zhao Zhengyong presided over two meetings, listened to the suggestions of academicians and experts, and worked on the coordination of relevant policies.
On June 11, the standing committee of CPC Shaanxi provincial committee examined and approved the development plan after special researches. On July 18, CPC Shaanxi provincial committee and the Shaanxi provincial government officially published the plan. Relying on the actual conditions of Shaanxi province, the development plan incorporates the eco-social development with the talent development, sets the overall goal of building Shaanxi into an intellectual province and a province with talent advantages in western regions, puts forward four tasks of strengthening development of human resources capacities, training innovative technology talents, speeding up the training and introduction of talents needed for scientific development and coordinating the development of various kinds talent, and accelerated the progress of seven key projects of talent development, including training of innovative talent, support of talents at local levels, development of business management talent teams, training of talent with advanced skills, development of talent informatization, socialization of talent development, and innovation of talent theories and management.
Moreover, the development plan calls for the promotion of the development of seven talent teams, including Party and government talent, corporate business management talent, special technical talent, talent with advanced skills, rural talents with functional skills, publicity and culture talent and talent of social works, stipulates seven support policies, including increasing investment on talent development and effectively integrating the resources of technology talent, and lays a solid foundation for the strategic layout of prioritizing talent development.
Second, CPC Shaanxi provincial committee and Shaanxi provincial government have established the talent planning system with interaction between the provincial department and local governments. In order to better implement the task stipulated in the national and provincial medium and long-term talent development plans, the personnel department of CPC Shaanxi provincial committee and the department of human resources and social security of Shaanxi province held implementation work meetings for the development plan.
The talent work leading group of the provincial Party committee drafted, printed and distributed the Task Implementation Plan for the Medium and Long-term Talent Development Plan (2010-2020) of Shaanxi Province and clarified the responsible departments and specific tasks. Moreover, the talent work leading group held the talent work training sessions for employees of personnel department in Shaanxi province, invited Liu Zhongqun, deputy director of the talent department of the Organization Department of the Central Committee of the CPC, and Shen Ronghua, a researcher with Shanghai Public Management and Human Resources Institute, to give lectures, and sent staff members to the cities and key enterprises to improve awareness of the development plan.
At present, the talent development plan drafting work for 10 cities has been completed. The special planning for the development of seven talent teams is under examination. A preliminary provincial talent development planning system has been established.
Third, CPC Shaanxi provincial committee and Shaanxi provincial government have included the talent development into the 12th Five-Year Plan (2011-2015). According to the suggestions for the drafting of the 12th Five-Year Plan passed on 7th plenary session of CPC Shaanxi provincial committee, Shaanxi province has established the important principle of giving full play to the crucial role of talent as No 1 resources, and put forward the strategic task of building Shaanxi into a province with talent advantages.
Strengthening task coordination, enhancing policy support, and fostering a sound environment for the prioritized development of talent work
The development as well as the competition of talent depends on environment. CPC Shaanxi provincial committee and the provincial government attach great importance to the creation of a sound social, working and policy environment for talent development. First, they coordinated the arrangements and held high-class talent work conferences.
After the national talent work conference, the standing committee of the provincial Party committee listened to the special report of the requirements of the conference and conducted researches on the implementation of suggestions. On July 22, CPC Shaanxi provincial committee and Shaanxi provincial government held the provincial talent work conference.
Leaders of the provincial Party committee and the provincial government and relevant leaders of the provincial People s Congress and the provincial political consultative conference attended the meeting. Provincial Party Secretary Zhao Leji, Acting Governor Zhao Zhengyong and Deputy Provincial Party Secretary Wang Xia delivered speeches, and made overall arrangements for the talent work at present and in the near future.
On the conference, representatives of local governments and relevant departments exchanged experience on talent work and organized discussions on such issues. They reached the consensus that talent resources is the No 1 resources for scientific development and talent strategy is the No 1 strategy of building Shaanxi into a strong province in western regions.
Second, CPC Shaanxi provincial committee and the provincial government made timely arrangements and promoted the talent introduction work. On Oct 16, CPC Shaanxi provincial committee held the provincial talent work seminar for central cities, organized visits to Xi an High-tech Industrial Development Zone to learn its experience of introducing high-level talent and promote the development through talent work, worked out plans of talent introduction, instructed the cities to reinforce the strategy of prioritized talent development, and encouraged the cities to fully implement the talent introduction strategy in accordance with the development during the 12th Five-Year Plan (2011-2015) period.
Such cities as Xi an, Baoji, Tongchuan, Yulin and Yan an published talent development plans, held talent work conferences, and strengthened the fully implementation of the talent introduction strategy. Xianyang, Weinan, Shangluo and Ankang launched the key talent projects and put forward several measures of talent introduction.
From Dec 6 to 15, the members of the provincial Party committee talent work leading group organized 10 inspection teams to investigate the talent work of the cities and supervise the implementation of the requirements and talent development plans put forward on the conference. Third, the provincial Party committee and the provincial government enhanced support for talent work and adopted policies and measures of talent introduction.
With regard to the outstanding problems in the talent work of Shaanxi province, the provincial party committee and the provincial government worked out the Several opinions on Further Strengthening the Talent Work in the New Period, which stressed the strategy of prioritizing talent development, further clarified the guidelines and strategic goals for talent development in the new period, called for strengthened construction of talent teams in accordance with the goal of building a strong province in western regions, and put forward the innovation of mechanisms and systems for talent work, the effective integration of technology talent resources, improvement of the environment for the development of talent and implementation of talent-related policies and tasks.
Fourth, the provincial Party committee and the provincial government strengthened publicity efforts of talent work and strived to foster a social atmosphere of respect for talent. The talent work leading group of the provincial Party committee worked out publicity plans and organized provincial news media to promote the coverage of talent work.
Shaanxi Daily opened the column of Building a province with talent advantages in western regions and published theoretical essays written by the Party chiefs of the cities. Modern Shaanxi launched the talent section and reflected the progress of talent work.
Focusing on priorities, promoting the talent projects, and reinforcing the leading role of talent for scientific development
Talent projects are the important vehicles of talent resources development. CPC Shaanxi provincial committee and Shaanxi provincial government vowed to stick to the goal of eco-social development and implement key talent development projects. First, Shaanxi paid attention to the talent development in local levels and enhanced the talent assistance to local areas.
Shaanxi vigorously implemented the plan of expanding talent teams in rural areas. In 2010, the provincial human resources and social security department employed 2,912 college graduates from 49,995 candidates for middle and primary schools, township clinics and township agricultural, forest, and water resources technical stations in rural areas of Shaanxi province.
Since the beginning of the 11th Five-Year Plan (2006-2010), Shaanxi province has employed a total of 11,006 college graduates, signed contracts to subsidize 2,047 impoverished college students who would like to work rural areas after graduation, and hired more than 5,000 college graduates for 939 township government departments in 50 national-level impoverished counties, which changed the situation of no college graduates serving in local education and technical sectors in impoverished rural areas and alleviated the pressure of talent shortage in rural areas.
With regard to the low education and medical levels in impoverished areas, the organization department of the provincial Party committee and the provincial finance department provided financial support for 269 people, including heads and model teachers of local junior middle schools as well as medical workers, and organized them to receive half-year or one-year training in model middle schools and hospitals in Xi an.
In the past five year, the provincial government has trained 887 professional teachers and medical workers who wanted to serve in 50 national-level impoverished counties. In 2010, the provincial department of science and technology sent 450 science and technology personnel to rural areas, increasing the total number of science and technology personnel sent to rural areas during the 11th Five-Year Plan period to 2,572.
Moreover, in 2010, Shaanxi province sent 3,438 student-turned village officials, increasing the total number of such village officials in the past three years to 8,492. With the launch of activities striving for excellent performance, Shaanxi province sent a total of 9,908 instructors of science and technology to nearly 10,000 villages and helped local residents improve incomes.
On Sept 26, the provincial project of training 10,000 rural doctors was launched, and the provincial finance department offered 100 million yuan for the project, which aims to train 10,000 general medical practitioners for rural township clinics and community clinics in Shaanxi province. The fees of training, textbooks and accommodation were exempted for the trainees.
At present, 1,000 medical workers who participated the first session of the training have been sent to four medical colleges including The Fourth Military Medical University for a one-year training program. Second, Shaanxi province focused on the training and introduction of advanced leading talents.
The province set up special fund for the introduction of high-level talent, and the provincial finance department offered at least 50 million yuan every year as the financial support and subsidies for high-level leading talent coming to Shaanxi. Moreover, the province promoted the fully implementation of 100-talent Plan and the Shaanxi Scholar Program and established the mechanism of introducing high-level talent, including specially appointed professors and experts.
In 2010, Shaanxi introduced more than 2,700 high-level talent from overseas and other provinces. At present, 40 of them have been included in the national 1,000-talent program, 59 of them included in the provincial 100-talent program, and 39 appointed as Shaanxi Scholar. The provincial finance department offered 1 million yuan subsidy for every talent who was listed in the 1,000-talent program, 500,000 yuan for those talent who were listed in the provincial 100-talent program, and 2 million yuan for each Shaanxi Scholar in a five-year period.
In 2010, the provincial finance department significantly increased the expenditures on education, science and technology, medical service, and culture sector in the budget. Of which, the fund for high-level talent introduction put into place exceeded 50 million yuan. Third, Shaanxi province focused on integration and vigorously promoted the construction of science, technology and resources demonstration bases.
Led by leaders of the provincial government, Shaanxi province conducted surveys, worked out Development Plan of Science, Technology, and Resources Reform Demonstration Bases in Guanzhong-Tianshui Economic Zone and relevant policies, sped up the construction of reform demonstration bases around Xi an, and strived to build talent management reform pilot zones.
With the rapid development of Shaanxi science &technology and resources center, Shaanxi has built 10 systems and four platforms for resources sharing, research and development, achievement transfer and comprehensive services, established information network and services systems effectively incorporating science and technology resources on a higher level, and strived to build an open sharing platform influencing the whole western regions.
Innovating relevant mechanisms and systems, stimulating the vitality of talent, and promoting the transfer of economic development mode through progress in science and technology
Reform and innovation serve the driving force of talent development. Shaanxi province stuck to the guideline of talent utilization and promoted the innovation of mechanisms and systems of talent work. First, the province attached great importance to the role of academicians and experts and guided them to serve the front lines of development, decision-making and production.
A lot of academicians and experts vigorously participated in the drafting, consultation and examination of the 12th Five-Year Plan and put forward proposals for the scientific development and improvement of people s livelihood and the province s strength. The talent work has promoted the technical progress of enterprises.
The talent work leading group of the provincial Party committee established work stations of provincial academicians and experts in nine large-scale enterprises and two key development sectors and introduced six academicians from other provinces and several scientific research groups. The provincial agriculture experts service teams promoted the agricultural technologies in rural areas, published more than 100 articles concerning the instruction of agricultural technologies, trained more than 10,000 agricultural technicians, handed out more than 100,000 copies of scientific documents, and summarized 48 typical examples of production and income increases for the purpose of promotion in the province.
Second, the province deepened the reform of scientific systems and promoted the development of new-type industrialization. Seven industrial institutes, including Shaanxi Industrial Technology Research Institute, bore in mind the requirements of pillar industries and large-scale enterprises of Shaanxi province, built strategic alliances incorporating production, training and research, and carried out the implementation of a series of scientific industrialization projects with advanced domestic and international levels.
The CAN field-bus control system for commercial vehicles, jointly developed by Shaanxi Industrial Technology Research Institute, Xi an Jiaotong University and Shaanxi Heavy-duty Automobile Co Ltd, has passed the level test and road test of relevant national authorities and broken the monopoly of the technology by foreign countries.
With the current mass production of the system, the annual sales revenue is expected to exceed 100 million yuan. As the reform of scientific system deepens, the research &development institutes are rejuvenated with the corporate transformation. The listing of Western Metal Material Co Ltd, which was a holding company of Northwest Institute for Non-Ferrous Metal Research, in Shenzhen Stock Exchange set an unprecedented example of transformed institutes of western regions financing in small and medium-sized stock market.
By establishing an incentive mechanism of stock ownership and profits, Xi an Heavy Machinery Research Institute took the leading role in the industry and made more than 50 national breakthroughs in nearly five years. Third, the province reformed the evaluation of professional technical titles and guided the professional technicians to serve the front line of production.
The province organized evaluation of professional technical titles for employees of non-public enterprises, members of new social organizations and rural technicians, during which the focus of evaluation conditions was shifted toward social contribution and practical profits, the requirements for technical title evaluation through publication of essays and works were elevated, and the requirements for technical title promotion of those who made great contribution in front line of production were lowered.
Moreover, the province adopted methods of professional technical title evaluation for special talent and offered exceptional treatment for the professional technical posts of high-level talent in urgent need.
Strengthening the leading role of talent, playing the role of overall planning and promoting the strategy of corporate development through talent
Enterprises are the principals of scientific development and human resources development. In 2010, Shaanxi province vigorously implemented the strategy of promoting corporate development through talent and promoted the transformation of economic development patterns. First, the province strengthened guidance of the enterprises talent work.
The key enterprises managed by the provincial Party committee held talent work conferences and launched the drafting of talent plans for the corporate development. With regard to the talent team construction of enterprises, the Party School of the CPC Central Committee and the provincial government jointly held training sessions for directors of provincial enterprises and organized overseas short-term trainings for management members of large-scale enterprises.
Shaanxi Yanchang Petroleum (Group) Co Ltd, one of the 50 biggest enterprises in China, held its first session of talent work conference with 500 participants, summarized the talent work during the 11th Five-Year Plan period, worked out the planning for the talent team construction during the 12th Five-Year Plan period, and strived to adopt the strategy of promoting corporate development through talent so as to build itself into a first-class petroleum enterprise in the world.
Second, the province attracted talent through the development of enterprises. By the end of October 2010, the total assets of provincial enterprises reached 662.194 billion yuan, the owners equity totaled 226.742 billion yuan, and the revenue of nine enterprises exceeded 100 million yuan. In 2010, seven large-sized enterprises, including the Shaanxi Coal and Chemical Industry Group Co Ltd, established regional industrial technology alliances with 11 domestic universities and research institutes, which has created the new multi-dimensional corporate innovation pattern incorporating national corporate technology centers, provincial corporate technology research centers, work stations of academicians and experts and mobile post-doctoral stations, thus providing a sound space for talent introduction and utilization.
Since 2006, nearly 2,000 people of high education, high level and professional skills and returned overseas people joined the provincial enterprises. Third, the province increased fund input for talent training. The large-sized provincial enterprises offered special funds for talent development and spent nearly 3 billion yuan on the innovation and business operation of talent and improvement of work environment.
Moreover, the province launched five talent training projects, including quality improvement project for investing representatives, double-100 talent project for operation &management personnel, innovation capacity construction project for technology talent teams, structure improvement project for Party affairs workers.
And large-sized enterprises generally set up mechanical technology research institute. The proportion of research and development expenditures compared to the total sale for major enterprises was improved from 0.3 percent in 2004 to 1.2 percent in 2010. Some strong enterprises adopted the advanced experience of foreign countries, worked on the career designing of its employees, and established their life-long education systems.
Fourth, the province adopted new method to select talent. Shaanxi widely promoted the competition system and marketized employment mechanism in line with the requirements of modern corporate system. In 2008, Shaanxi province publicly employed 10 advanced business management personnel for key provincial enterprises from candidates at home and abroad.
In 2009, the province recruited a general manger for the provincial cultural industry investment company. In 2010, the province hired eight advanced financial experts. According to the requirements of their own development, the enterprises adopted various methods such as project introduction, program introduction, consulting, lectures, technical cooperation and talent tenancy, employed the measure of flexible talent introduction, and attracted high-level domestic and overseas talent to work on the basis of full time, part time and short terms.
Through the measure of flexible talent introduction, Shaanxi Fast Auto Drive Group Company established three innovation platforms including basic scientific research center, technology institute and production engineering research department, offered opportunities for the technicians engaged in basic technology research, application projects and production technology research to conduct exchanges, and ranked No 1 in the market shares of domestic heavy duty vehicle transmission market for five consecutive years.
Fifth, the province adopted extraordinary measures to attract talent. With the help of headhunting companies and promotion fairs for overseas talent, the enterprises selected a lot of leading talent for strategic industries and key projects around the world. Through the acquisition of four research institutes including Beijing Petrochemical Research Institute and Northwest Chemical Research Institute, Shaanxi Yanchang Petroleum (Group) Co Ltd introduced research and innovation teams with strength and research achievements and expanded the talent team of the enterprise.
By hiring leading talent engaged in military vehicle designing from Detroit of the United States, Shaanxi Automobile Group Co Ltd improved its capacity of heavy-duty truck designing. Shaanxi Qinchuan Machine Tool Group Co Ltd set up two international research institutes in the United States and Britain as the platforms of talent introduction, hired Germany and Japanese experts to participate in the research work, and improved its designing of gear drive to international advanced level.
The implementation of the strategy of promoting corporate development through talent also accelerated the transformation of enterprises development patterns and improved the qualities of their workers. In 2009, the return on equity of provincial enterprises reached 0.7 percent, and the integrated energy consumption per 10,000 yuan output dropped by 2 percent compared to 2005.
Paying attention to selection and training, improving the efficiency of talent utilization and providing a solid guarantee for the development of a province with cultural advantages
Shaanxi is endowed with profound cultural resources and a solid foundation for cultural development. Shaanxi province has taken enhancing the construction of cultural talent teams as an important task. First, the province clarified the goal of cultural development. The province makes cultural development as one of the important goals of building a strong province in western regions, includes enhancing the construction of cultural talent teams into the provincial medium and long-term talent development plan, puts forward the target, tasks and supporting measures, sticks to the guiding principle of building a politically correct, professional and diligent publicity and cultural talent team to meet the new challenges in the new period, improves the work system and supporting mechanisms, and provides talent support to the goal of building a province with cultural advantages.
Since the beginning of the 11th Five-Year Plan period, the provincial cultural publicity sector and the cultural industry enjoyed rapid development. The number of publicity cultural personnel totaled more than 230,000. In 2009, the professional technicians account for 72.3 percent of all the personnel engaged in the public cultural industry of Shaanxi province.
Of the people engaged in non-public cultural industry, more than 90 percent are young people below 35 years old and with bachelor s degrees. Second, Shaanxi province pays great attention to training. The province regards education and training as an important means of talent training. Shaanxi launched the campaign of three studies , conducted training for personnel engaged in culture industry, training for leaders and technicians, professional training and special training, combines provincial training with inter-provincial training, held various training sessions for leaders and talent, and improved the overall quality of talent teams.
Since the beginning of the 11th Five-Year Plan period, the province trained more than 3,000 people for publicity and culture sectors every year. Moreover, Shaanxi province pays great attention to the training in practice. Since 2008, more than 20 artists have been appointed as leaders of counties and districts, in which they got familiar with the life style of the local residents and created a series of excellent works.
The province also carried out the implementation of the four groups talent project, selected 71 people for the project, and enhanced the training for them. Of the 71 people, 13 were recommended to receive special government allowances or named provincial experts with outstanding contributions, 18 of them held the posts of various provincial or above professional associations, 11 were elected members of provincial People s Congress or the provincial political consultative conference, six were promoted as leaders of department level, and four were listed in the national four groups talent project.
Third, the function of talent has emerged. Since the beginning of the 11th Five-Year Plan period, the provincial publicity &cultural workers created more than 200 art works, of which 10 were granted the the Best Works Award, the Wenhua Award, the third Maodun Literature Award, the Lu Xun Literature Prize, the Wenhua New Drama Award and the National Publication Award.
Moreover, fourteen of them won the China News Award and four won Broadcasting, Film and Television Award. Five anchors won the Gold Microphone Award for Chinese Announcers and Anchors. A total of 290 TV dramas comprising of 4,460 episodes, five animated series comprising of 757 episodes and 82 films were produced.
These works reflected the profound contents of historical and cultural resources in Shaanxi and the progress of the provincial culture &publicity sectors. Meanwhile, the culture industry enjoyed rapid development. With the development of a slew of influential culture industrial parks and bases, the total number of national and provincial culture industrial demonstration bases reached 60, and the added value of the provincial culture industry totaled 26.
