[Week 5, 2010] Shenzhen Targets Quality Society

Quality of life in Shenzhen will be targeted in the 12th Five-Year Program (2011-2015), Mayor Xu Qin said on January 16 in a government work report. The report was presented at the opening of the annual session of the Shenzhen Municipal People's Congress.

The policy, dubbed Shenzhen Quality, could be attained by having improved livelihoods, a sound legal system, a rational urban layout and a low-carbon economy while enhancing social and economic development. The city plans to spend more than 1,000 billion RMB (151 billion USD) in five years on expanding the special economic zone, upgrading the industry and improving the quality of life.

At least 10 national research centers and laboratories will be built in the next five years. Other projects include the construction of greenways, new-energy electric generators, drinking water and the development of inter-city rail, would also help with residents' daily lives, Xu said.

Shenzhen's GDP is expected to increase by around 10 percent each year and will reach 1,500 billion RMB in 2015. Per capita GDP is expected to reach 20,000 USD and per capita disposable income is planned to reach 49,000 RMB, city officials said.

Shenzhen's GDP was 950 billion RMB in 2010, an increase of 86 percent compared with 2005. Per capital disposable income was 32,200 RMB, the highest of Chinese cities, Xu said. Meanwhile, the industrial scale of biology, the Internet and new-energy industries will reach 199 billion RMB this year and eight regional headquarters will be established in the city.
