Flooding Accident Occurred to Hongyuan Coal Mine in Tonghua City

At 0:10 on August 10th or so, a flooding accident occurred to Hongyuan Coal Mine in Erdaojiang District, Tonghua City. The Party Central Committee and the State Council attached great importance to it. Prime Minister Wen Jiabao gave important instructions that we should firstly make clear persons trapped and then spare no efforts to rescue them.

Luo Lin, Director of State Administration of Work Safety made instructions. Upon receipt of the report on the accident, provincial committee of the CPC and provincial government attached great importance to it. Secretary Sun Zhengcai made important instructions: "Parties concerned should implement the instructions of Premier Wen Jiabao and spare no efforts to rescue the trapped workers.

Parties concerned in various localities should draw inferences about other cases from the flooding case and earnestly do a good job in safe production." Provincial Governor Wang Rulin made important instructions and went to Tonghua City at the first time, to guide the work of rescue together with Li Shenxue, member of Standing Committee of the Jilin Provincial Committee of the CPC, secretary of the politics and law committee of the Jilin Provincial Committee of the CPC, and Director of Public Security Bureau, and Deputy Provincial Governor Wang Zuji who were giving commands at the site.

Wang Rulin stressed that parties concerned should conscientiously implement the spirit of the instruction of Premier Wen Jiabao and the instructions given by Secretary Sun Zhengcai, spare no efforts to rescue the trapped workers underground, adhere to scientific rescue, ensure the safety of succors, and resolutely prevent the occurrence of secondary disasters;must not be careless since our province was in the main flood season right now and the flood fighting pressure was large, should strengthen the responsibilities and the implementation of flood-fighting disaster relief, in particular strengthen prevention of landslide, debris flow and other geological disasters; and further strengthen inspections over the province's coal and non-coal mines, conscientiously implement all safety measures, and resolutely prevent the occurrence of safety accidents in production.

At the command site, Wang Rulin carefully listened to report on flooding incidents and rescue efforts, went to the accident site for in-depth inspection, and raise clear requirements for rescue work at the next step. Wang Rulin stressed that parties concerned should go all out to save workers firstly.

Saving lives should come first. As long as there is hope, parties concerned must do everything possible, at all costs; stick to focusing on saving lives and the key matter of water discharge, mobilize power of all aspects, race against time, speed up the progress of drainage, and try best to rescue trapped workers underground.

Second, scientific rescue to prevent the occurrence of secondary disasters. In the rescue process, parties concerned should make scientific arrangements, exert the role of experts and technical personnel, and conduct scientific rescue, to ensure the safety of rescue personnel. Third, parties concerned should further verify number of persons trapped underground, collect the information and the records of the mine, and visit door by door to get an accurate number of people trapped.

Fourth, do a good job in conciliating family members. Parties concerned should implement one-to-one responsible work for family members of each miner, designate special persons to be in charge, listen to the views of family members, and do a good job in ideological work. Fifth, identify the cause of the accident.

Parties concerned should make comprehensive analysis of the accident and identify the cause as soon as possible, according to relevant information, records, etc., and in line with the principle of seeking truth from facts. Sixth, earnestly maintain social stability.Now our province is at a critical period for the fight against floods, so parties concerned should implement the deployment measures of flood control, make proper arrangements for the transfer of the masses, satisfactorily solve their problems, ensure their safety, ensure that there will be no new casualties, and ensure social stability.

Seventh, immediately conduct a thorough and comprehensive investigation on safety of coal mines and non-coal mines across the province.

Parties concerned should, in strict accordance with JZBMD No. 104 Circular on Opinions about Ensuring Safe Production during Flood-fighting Disaster Relief Period, clarify responsibilities and strengthen measures. Parties concerned should learn from the lesson, immediately conduct redeployment, re-examination, and re-implementation of this work, leave no leftovers, and firmly prevent similar accidents from occurring.

Wang Rulin went to the rescue site in the main shaft and sub-shaft in succession to visit the armed police, fire brigade, rescue teams, cadres and the masses participating in the rescue and to express his sympathies on behalf of the provincial committee of the CPC and provincial government. He also got to know the details about the relief measures and the progress, and put forward specific requirements on the organization of rescue teams and mobilization of rescue equipment.

In the Hongxing Hotel, Erdaojiang District, Tonghua City, Wang Rulin visited the family members of trapped miners and conveyed care and concern from the CPC Central Committee, the State Council, and Secretary Sun Zhengcai. Wang Rulin held the hands of Wang Liming, wife of a miner, and said that they were trying to implement rescue and asked her to take care of herself.
