Recently,the province'sexperience exchange meeting on accelerating the development of development zoneswas heldinZhenlai County. Since the "The views of the provincial government on furtheracceleratingthe development of the development zones" was introduced last year, the ProvincialEconomic CooperationBureauin conjunction withthe relevantsupervisoryauthorities of the provincial party committee and government has enhanced working efforts, and paid close attention tothe implementation of the document spirit andrelevant policies and measures, which strongly promotes the developmentzonesacross the province to accelerate development. Last year, theprovincefurther strengthened policy support to thedevelopment zones. After the introduction ofthe document, the ProvincialEconomic CooperationBureau as arelevantfunctional department promptly organized personnel to all localities to give preaches, and coordinated with the provincial party committee and governmentoffice supervision chamber to assign personnel to all localities of the province to supervisethe implementation ofthe document, and strived to give prominence to the key points and to ensure the implementation of all policies and measuresin place, to ensure making full useand good use of the policies. At the province'sexperience exchange meeting on accelerating the development of development zones, Baicheng and Jilincitiesas well as Zhenlai and Lishu counties introducedtheir implementation of"The Views" of the provincial party committee and governmentbased on the development oftheir respective development zones. Based on "starting a new undertaking" of BaichengIndustrial Park and Economic Development Zone, Baicheng City issued views on implementation which includessixsupporting documents, making a breakthrough in policy supporton the basis of the provincial document.Infiscalpolicy, it implements ultra-revenue base incentives,rebates andterritorialbenefits, etc. ; it strongly supportsenterprises to seek financing by listing on the stock market, to develop financing channels in an all-round way; the governmentgives priority toarranging the annual construction land, and implements rebates of transferpayments andrents,land reservation for company project and otherpolicies. The government of JilinCity has issued "Views on implementation of further accelerating the development of the development zones (industrial zones)", seriouslysortedout the existingprovincial and municipalpolicy support systemto the development zones, anddelegated power to eachdevelopment zone strictly in accordance withlegal procedures, involving a total of 11 aspects and 39 items, including fiscal, personnel, planning, land, construction and softwareenvironment. |
