Last December 31 - the last working day of 2010, Governor Wang Rulin attended the province's fiscal and taxation operation forum. At the forum, a heartening message was released: general budget full-aperture revenue for the first time exceeded 100 billion yuan. To this end, the province's finance and taxation departments at all levels have done a lot of painstaking work, constantly optimized fiscal revenue and expenditure structure, and steadily promoted fiscal and taxation reform.

The good news also indicates that the financial strength of our province has been further enhanced, laying a solid foundation for coordinating and promoting "industrialization, urbanization and agricultural modernization", implementing the "investment-stimulated, project-led and innovation-led" strategy and the project of enriching the people, and realizing a good start for the "Twelfth Five-Year".

An old industrial base, the role of industrial economic development is self-evident for the province's economic and social development. Last year, the province's industrial output exceeded one trillion yuan in one fell swoop; especially the large-scale industry achieved record-high profits. The automotive industry representing the level and strength of industrial development in our province developed rapidly; as the annual sales of own-brand cars of FAW exceeded one million units, vehicle production of the province exceeded 1.

6 million units, increased by 29.6% over 2009. FAW-Fengyue, Jilin Light, Tongtian and other major automotive projects have been under construction. At the ending year of the "Eleventh Five-Year", Jilin Oilfield Company achieved an annual output of over 7.5 million tons of oil and gas, with a net increase of 2 million tons over the end of the "Tenth Five-Year", creating a new development speed of the old field.

Although agriculture suffered a series of serious natural disasters, after the joint efforts of the province's agricultural fronts, by actively promoting agricultural technology innovation and system innovation, continuously improving comprehensive agricultural production capacity and changing agricultural development modes, we still won a bumper harvest in the year of disaster, and the annual grain output reached 56.

85 billion jin, making a new record. For the capacity building of increasing grain production by 10 billion jin, in 2010, the total investment reached 8 billion yuan, equivalent to the total of the previous two years.

"Open driving" is a major strategic initiative our province has adhered to for long. In 2010, the province achieved impressive results in opening up; Jilin Economic and Technology Development Zone, Siping Hongzui Economic and Technological Development Zone, Yanji High and New Tech Industrial Development Zone successfully ranked among the national development zones, so that there are 7 national development zones in our province.

Changchun Automotive Industrial Development Zone will also soon be approved. In addition, the State approved the test run of Changchun Hongyun Comprehensive Bonded Zone and Hunchun Export Processing Zone to increase the logistics and bonded functions. We comprehensively improved the level of opening up; as people from all over the world gathered in the Shanghai World Expo, Jilin Pavilion and Jilin Week created a wonderful name card for Jilin.

As a brand meticulously built by our province for years, the sixth Northeast Asia Expo was successfully held.

In resource specialty industries, ginseng production and processing with the strongest characteristic of Jilin won the pride for Jilin people once again: the pilot of cultivated ginseng to enter the food area has been officially approved by the State, marking that the ginseng industrial development conditions have achieved a historic breakthrough; and the ginseng genome project has began in full swing, so we believe Jilin s ginseng industry will have a better tomorrow.

Strategic new industries are quietly emerging and making rapid breakthroughs. In the last year of the "Eleventh Five-Year", Changchun City was included in the six pilot cities implementing subsidies for private purchase of new energy vehicles, and established the new energy automotive industry alliance; gasoline- electric and gas-electric hybrid buses, Pentium B50 electric cars and Pentium B70 hybrid cars, etc. have passed the "Announcement of vehicle manufacturers and products" new energy product access review by the Ministry of Industry and Information Technology.

Flood disaster relief is the most suspenseful scene for Jilin s 27 million people in the summer of 2010 everywhere is flood-routing and mud-clogged.
