AN investigation into the misuse of a city government car by an official in March last year has been exposed as a sham, forcing the official to retire.
The initial investigation, conducted by the Xiangmihu Subdistrict Office and the Futian District Supervision Bureau, found that Fang Yan, vice director of the Xiangmihu Subdistrict Office, was on a business trip to Dawang Village, Luohu District, on March 20 last year when her car collided with a private car.
Fang s brother was driving the subdistrict government vehicle at the time of the collision and Fang s nephew was also with her in the car.
Song, the owner of the private car, claimed that after the collision Fang and her brother had shouted that their car belonged to the government and that they were not afraid of anybody.
The issue seriously undermined the credibility of the government as several questionable points were raised.
Fang said she was on a business trip to study elderly care services in Dawang Village. However, it turned out that there was no home for the aged in Dawang.
It was not explained why Fang s brother was the driver on a business trip on a non-working day.
The authority had determined Fang was on business based solely on the evidence of phone records between Fang, her brother and a friend of her brother.
The investigation team then tried to cover Fang by claiming she was working for the social affairs office of the Nanping Township in Zhuhai, but Nanping officials denied any connection with Fang.
The Futian District Supervision Bureau was at last forced to admit that Fang had misused a government car. Fang was admonished and ordered to examine her mistakes.
