LAND reclamation had not been discussed for Baguang in Shenzhen s eastern coastal area, which was to be transformed into an industrial base, according to Chinese-language media reports.
Experts from the National Development and Reform Commission had been invited to review the plans for Baguang as a base for emerging industries such as new material, new energy, biomedicine and logistics.
A report was due to be released in May, according to the construction office which said there would be very limited reclamation if at all necessary and would need the approval of the Central Government. According to original plans to develop Baguang into a chemical industrial park, 10 square kilometers of land would be reclaimed. However, these plans were abandoned in January, Shenzhen Economic Daily reported.
A major reason why the project was canceled was because of problems with relocations, land acquisition and compensation issues.
In associated development, the relocation of 1,211 households in 18 villages in Baguang, which started in 2007, was continuing, the paper said.
Relocated villagers would be compensated with housing or cash and most had chosen cash.
Work on infrastructure for 19,600 relocated villagers had been completed in Kuichong Subdistrict, on an area of more than 210,000 square meters.
The mangrove reserve in Baguang would be put under close protection and Yanzao Village would be relocated, according to the base construction office.
The ecology of Baguang had been deteriorating in recent years, resulting in a demand for reasonable and scientific development planning, the paper said.
Around 1.5 billion yuan (US$228 million) had been invested in infrastructure for the Baguang project, according to the base construction office.
