China establish new institution to answer for international trade technology barriers

First 19"Technology Service Center for Export Product" are established in Beijing on June.6, which specialized in taking charge of scouting and analyze the updated technology admission condition to help inland enterprise span international trade technology barriers and deliver suggestion at establishing of international trade rule to government.

Undersecretary of Commerce Ministry Wei Jianguo said service center function with Chinas complete set of "strategy in attacking & defending" for international technology barriers and is contributed to enhance "speedy reaction ability" in global trade competition, extend Chinas voice in multi- multilateral trade system and regional commerce organization.

It is showed that according to WTO regulation, any members have right to suspect the rules rationality within 60days when trade rule is issued. However, due to the high specialty of technology rule, it is difficult for inland enterprise to exert their knowing right and participating right without the support of expert and special technology unit. "they just defend simply and tackle passively".

According to the demand of commerce ministry, technology service center will not only take charge of gathering the admission condition of international market, editing <>, but talk over the updated change of international technology standard, inspect and analyze the inland rare technology, especially the key technology multi-region, industry and domain, Besides, the center also exert the function of "government brainpower" , weigh the accommodation degree between technology level of export product and market demand, investigate and appraise overseas technology barriers influence on inland region and industry and deliver constructive suggestion for assisting administrative branch to make decision and establish layout.

First service item of "center" involve aquatic product, honey, eel, food sanitation, foul, leather & leather product, raw silk, knitting wear, down wear, daily pottery, aluminum material, air-conditioner, computer & accessory, miniature gasoline engine, diesel engine, apparatus & instrument, toy and package. Enterprise can get service of export technology direction for free through logging in Commerce Ministry website.

Commerce Ministry is planning to establish 100 technology service centers in the future five years and offer service involving over 50% export goods, over 80% export market. It also assesses Technology Service Center and cancels the qualification of unit with bad achievement.
