Recent years, many countries in the world issue technology code and statute on textile & fashion. Textile & fashion is China s staple for export and import. Under the new textile & fashion trade situation, State Quality Inspection Administration issued <> to define that import textile & fashion should accord to China obliged requirement ; the export should accord to import country s technology statute and requirement while the textile & fashion for import and export being involved in security, sanitation and anti-cheating should be spot checked at the rate of 5-15%. Besides inspecting the bi-nitrogen dye in the product exported to EU since 1996, the countries involved in this notice have been added US, Canada, Norway, Japan while the inspection items have been added to fiber, formaldehyde, chlorobenzene, heavy metal nickel, combustibility etc. Zhejiang Provicne Inspection & Quarantine Bureau also timely arrayed the task according to document s demand and defined different import countries checking items, spot test procedure and disqualified control measures.
The task has been performed for over 2 months. To grasp the implement circumstance in province, the missionary have collected the data in security, sanitation etc of textile & fashion for import and export. During May-June, 2006, province checked 4724 batches of commodity , 186 batches of disqualified one, accounting for 3.93%. The main disqualified items included fiber content, combustibility capability, AZO, fastness, their disqualified rate 45.96%, 31.7%, 9.13% and 7.52% separately. Especially during inspecting in Hang Zhou area, disqualified ones in 1154 bathches of products reach 115 batches, the disqualified rate reaching 9.96%, main disqualified item is combustibility capability, accounting for 51.3%. Because Hang Zhou has more natural soft fiber among the export products during May-June, the missionary enhance the spot check of combustibility capability of fashion exported to US and require enterprise to paste KEEP AWAY FROM THE FIRE sign before discharging.
