New Textile Policy Announced

HYDERABAD: After a Cabinet meeting here on Wednesday, the State Government announced a new textile and apparel promotion policy which will allow liberal allotment of land and concessions to weaving, kitting, processing and garment units.

The policy aims at arresting diversion of cotton to other States such as Tamil Nadu which are earning huge revenues after making value addition and providing employment to 15 lakh persons by 2010.

The textile and apparel parks will be notified as "essential services utility" with the implementation of ESMA to enable them to engage workers beyond working hours to increase productivity and with that, the exports.

Speaking to reporters later, Information Minister Mohd Ali Shabbir said concessions to be extended to them will include allotment of land free of cost for construction of barracks at the rate one acre per every 1,000 workers, clearance through single window and water and power supply at the doorstep. Further, a special package would be extended to those investing Rs. 100 crores and providing employment to 2,500 people.

Labour laws would be relaxed, the Andhra Pradesh State Contract Labour Act be applied, and link to the nearest national highway provided. Financially, Rs. 1,000 be given as one-time grant against each of the 1,000 workers and Rs. 5,000 to meet the training cost.

A power tariff concession of 25 paise per unit would be allowed over and above the rate applicable to industries which was already reduced.
