Active recruitment is attracting workers to Xinjiang for the annual cotton harvest. Each season this effort has become more difficult, requiring recruiters to increase incentives. The guidance price for picking will be .95 to 1.00 yuan per kilogram or .14 to .155 U.S. cents per kilogram; this is up from a guidance price of .85 yuan per kilogram last year. Considering incentives now offered to attract workers, the actual picking costs are expected to be near 1.2 to 1.3 yuan per kilogram of seed cotton or 18.5 to 20.04 U.S. cents.
