Among the sartorially superior are Michelle Obama, Carla Bruni-Sarkozy, Sheikha Mozah of Qatar, and Princess Letizia of Spain, plus celebrities like Penelope Cruz, Brad Pitt, and Anne Hathaway.
President Barack Obama also makes his VF best-dressed debut, although the U.S. first lady has made the list three times.
Obama joined actors Brad Pitt and James Bond star Daniel Craig, financier Arpad Busson, and artist Cy Twombly on the list of the world's 10 best-dressed men.
The magazine applauds Mrs. Obama's Vatican veil, Bruni-Sarkozy's ballet flats, Sheikha Mozah's diamond-and-pearl evening belt, and Princess Letizia's plum silk Felipe Varela dress.
