The Sixth Salon for Law and NGO

On January 15, 2010, the sixth Salon for Law and NGO was held in Beijing. It was organized by CANGO and supported by the British Embassy. The topic was Legal Issues of Volunteer Management . More than 20 participants from 18 different NGOs attended the salon. Mr. Sean Winnett, Second Secretary of Political Section of British Embassy Beijing and Mr. Huang Haoming, Executive Director of CANGO, joined the salon and gave a welcome speech respectively. At the beginning, all participants gave a brief self introduction including their expectation on the outcome of the salon.

Professor Ding Yuanzhu, Deputy Director of Decision and Consulting Department of Chinese Academy of Governance, introduced the legislation issues on Volunteer Management in China and the world. Mr. Wang Ziqiang, officer of The Legal Affairs Office of the People s Government of Beijing Municipality, introduced the development process and the content of the Management Regulation of Voluntary Service in Beijing. Questions were raised and answered during and after the presentation.

After the presentation, all participants were divided into three groups for discussion to find the effect of the exist laws and give suggestions to improve those laws; two experts also joined the discussion, and had further exchange with NGO representatives. The groups shared their discussion results afterwards, provided their constructive suggestions from different points of view.

At the end of the salon, all participants wrote cards with their comments and suggestions to the salon. Some representative suggestions were: (1) this kind of face to face communication between NGOs and government officials is effective, hope the organizer invites more participants; (2)suggest the organizer to send the final reports of this salon to government; (3) suggest the presentation to use more cases when introduce the laws.
