The Eighth Salon for Law and NGO

On January 8, 2011, the Eighth Salon for Law and NGO was held in Jinan City, Shandong Province. It was supported by the British Embassy, organized by CANGO and Shandong Provincial Knowledge Economy Association. The topic was Legal Issues for NGOs in China during the Rapid Development of Civil Society . More than 20 participants from 21 different NGOs attended the salon. Mr. Zhao Daxing, Deputy Executive Director of CANGO, joined the salon and gave a welcome speech. CANGO s Public Relations Assistant, Feng Xiong participated in the salon. At the beginning, all participants gave a brief self introduction including their expectation on the outcome of the salon.

Mr. Qiao Shenqian, Former Deputy Director of ChinaServiceCenter for NGOs, gave a full exposition of the legislation issues on the NGOs registration and management. Ms. Hou Xiaofu, researcher from Social Science Academy of Shandong Province, introduced the current situation and innovation in Double Management System of Nonprofit Organization in China and ShandongProvince. Dr. Reng Huiying, from the College of Law at JinanUniversity introduced the regulation on NGOs Purchase of Service Contracting, Human Resource System and Salary Management. Questions were raised and answered during and after the presentation.

After the presentation, all participants were divided into three groups for discussion to find the effect of the exist laws and give suggestions to improve those laws. The groups shared their discussion results afterwards, provided their constructive suggestions from different points of view.

Some representative suggestions were: (1) this kind of salon make participants relax, and easy to express opinions and communicate to explore problems in NGOs legal issues; (2) suggest include more NGOs from other fields; (3) suggest involve NGOs development as assessment of government management.
