President Hu advocates unity, development at G20, APEC meetings

Chinese President Hu Jintao's attendance at the Group of 20 (G20) and Asia-Pacific Economic Cooperation (APEC) meetings on Nov. 11-14 has achieved the goals of enhancing understanding, advocating cooperation, working together in times of difficulty and jointly promoting development, Chinese Foreign Minister Yang Jiechi said Sunday.

South Korean, Japanese and international media have given prominence to Hu's visits and responded positively to his proposals put forward at the summits, agreeing that they demonstrate China's sincerity and constructive attitude toward promoting world economic growth and regional cooperation, Yang said.

PROMOTING WORLD ECONOMIC GROWTH

How to achieve robust, sustainable and balanced world economic growth figured prominently at the G20 summit in Seoul. During the summit, President Hu called on all sides to uphold the cooperative spirit and enhance unity and collaboration, in efforts to jointly address regional and global challenges.

Hu pointed out in his speech that as global recovery is becoming even more fragile and uneven and the deep-seated impact of the international financial crisis is still reverberating, all G20 members must "adopt an attitude responsible to history and the future, bear in mind the common interests of mankind, build on what we have achieved and continue to work in concert for strong, sustainable and balanced growth of the world economy."

The Chinese president made a four-point proposal to that end.

The world community should improve the Framework for Strong, Sustainable and Balanced Growth and promote cooperative development; champion open trade and promote coordinated development; reform the financial system and promote stable development; and narrow the development gap and promote balanced development, Hu said.

In a keynote speech on the issue of development at the summit, President Hu underscored promotion of development as a common responsibility for all G20 members, and called for efforts to establish a new and more equal and more balanced global partnership for development.

He also urged G20 members to pay attention to the spillover effect of their macro-economic policies on developing countries and embrace a new development concept that promotes growth through development and overcomes risks through cooperation.

On reform of international financial institutions, President Hu said the reform is a long and dynamic process, and the reform of quota and voting rights is only a starting point.

He said countries should continue to push for fair and merit-based selection of the management of international financial institutions, propel the International Monetary Fund to enhance monitoring and early-warning of capital flows.

President Hu's propositions have drawn close attention and active responses from leaders of other G20 members, who agreed to make concerted efforts to push for comprehensive development of the world.

BOOSTING ECONOMIC DEVELOPMENT, REGIONAL COOPERATION IN ASIA-PACIFIC

The Asia-Pacific region, which as a whole maintains a good momentum for development, has become the main driving force behind sustained global economic recovery and growth, although it is still facing some problems and challenges, Yang said.

In a speech at the APEC meeting in Yokohama, Japan, President Hu called on member economies to strive to promote balanced growth, advocate inclusive growth, bolster sustainable growth, encourage innovative growth, and ensure secure growth.

The Chinese leader noted that this year marks the deadline for the industrialized APEC economies to achieve the Bogor Goals of free and open trade and investment, adopted at a 1994 APEC summit in Indonesia.

"APEC should continue to uphold the spirit of the Bogor Goals, adapt to the changing situation and actively tackle new challenges, leverage its own strengths and further improve itself," he said.

Hu said APEC should continue to promote trade and investment liberalization and facilitation and accelerating regional economic integration.

It should speed up the implementation of the APEC Growth Strategy and improve the quality of economic growth.

The Chinese president also suggested APEC increase economic and technical cooperation to strengthen developing members' capacity for development and their internal sources of growth.

He promised that China will unswervingly develop an open economy and remain actively engaged in international and regional cooperation.

"We will continue to grow our relations with other APEC members, and work with them to build a regional environment featuring peace, stability, equality, trust and win-win cooperation and contribute to the building of a harmonious Asia Pacific of enduring peace and common prosperity," Hu said.

President Hu has pointed out the post-crisis direction of economic growth in the Asia-Pacific region, and his efforts have helped promote cooperation among APEC members and enhanced China's role in regional cooperation.

APEC members agreed to strive for sound and fast economic development in the Asia-Pacific region at a higher level, Yang said.

DEEPENING CHINA'S FRIENDLY TIES, COOPERATION WITH OTHER ECONOMIES

On the sidelines of the G20 summit in Seoul, President Hu had sincere and candid exchanges of views on bilateral relations and international and regional issues of common concern with U.S. President Barack Obama, Russian President Dmitry Medvedev and South Korean President Lee Myung-bak at separate talks, and reached broad consensus with them, Yang said.

During his meeting with Obama, Hu said how to advance positive, cooperative and comprehensive Sino-U.S. relations at a higher level and develop a partnership in fields where the two sides have found common interests was a major task facing the two countries.

It not only concerns the two countries themselves, but also has a far-reaching influence on the future of the world, Hu said.

China and the United States should strengthen bilateral dialogue, exchanges and cooperation, respect each other's core interests, and push for the healthy and steady development of bilateral relations, Hu said.

China hopes the United States will pursue positive and constructive policies toward China and strive to stabilize and boost their bilateral ties. The two sides should trust each other and work together to address increasing global challenges at a time of constant changes in the international and regional situation, Hu said.

Hu said both countries should seize the opportunity to boost exchange and cooperation in various fields and maintain the positive momentum in bilateral relations.

Agreeing with President Hu's views on the development of bilateral ties, Obama said the United States was ready to strengthen cooperation with China in promoting strong, sustainable and balanced growth of the world economy.

Obama said his country was also looking forward to further dialogue and consultations with China to boost bilateral ties.

During his meeting with Medvedev, Hu said China and Russia should hold grand celebrations to mark the 10th anniversary of the signing of the China-Russia treaty of good neighborhood, friendship and cooperation, as part of the efforts to boost their traditional friendship and all-round strategic cooperation.

Medvedev said Russia is willing to join efforts with China to boost the comprehensive strategic partnership of coordination between the two countries and hold celebrations to mark the 10th anniversary of the treaty.

The two presidents agreed to strengthen bilateral cooperation and coordination in such regional and international organizations as the G20, APEC, the Shanghai Cooperation Organization and BRIC countries (Brazil, Russia, India and China) to further advance the reform of the international monetary system and enhance international financial supervision.

During talks with the South Korean president, President Hu said China-South Korea relations have been developing well and bilateral trade and cooperation have maintained a good momentum.

China is ready to work with South Korea to push for a comprehensive, in-depth and stable development of their bilateral strategic partnership.

Hu said both China and South Korea should make concrete efforts in the near future to strive for strengthening political mutual trusts and deepening bilateral cooperation to lay a solid foundation of friendship between the two sides.

The South Korean president said his country very much appreciated China's efforts to support South Korea in holding the G20 summit.

Lee said the healthy and stable development of China's economy is very important not only to the development of Asia's economy but also to the global economic recovery.

He hoped the two countries would strengthen exchanges in politics and economy and promote mutual trust in efforts to further develop their bilateral strategic partnership.

On the sidelines of the APEC meeting, Hu had a meeting with Japanese Prime Minister Naoto Kan.

The Chinese leader stressed that it is a right choice in the fundamental interests of both peoples for China and Japan to follow a road of peace, friendship and cooperation.

The two sides should proceed from a strategic and long-term perspective, abide by the principles defined in the four political documents between the two countries and firmly maintain the right direction of developing bilateral relations in order to advance China-Japan strategic and mutually beneficial relations on a healthy and stable track, Hu said.

The Chinese president pointed out that China and Japan should make joint efforts to consistently carry out people-to-people and cultural exchanges to boost mutual understanding and friendly feelings between the two peoples.

China and Japan, being each other's main trading partner, should continue to deepen mutually beneficial cooperation and enhance dialogue and coordination on international affairs in a bid to jointly contribute to Asia's revitalization and address global challenges, Hu said.

Kan said he hoped that the two sides would strengthen communication and cooperation in various fields and further improve and develop bilateral relations.

Noting that China's development is an important component of global development, the Chinese foreign minister said participants at the two meetings showed keen interest in China's future development.

President Hu has given an excellent explanation on the topic, stressing that China is ready to learn from others' experiences, cooperate with them on an equal footing and seek common development, Yang said.

China will adhere to its basic state policy of opening-up, continue to pursue an opening-up strategy of mutual benefit and win-win cooperation, implement the policy of good-neighborliness, unswervingly develop an open economy and actively participate in international and regional cooperation, Yang said.

President Hu's speeches helped promote the international community's understanding of China, he said.

President Hu's attendance at the meetings has helped boost economic cooperation in the Asia-Pacific region and promote China's friendly relations with countries concerned, Yang said.

That would have a major and far-reaching influence on efforts to promote strong, sustainable and balanced growth of the world economy and on the long-term development of the G20 and APEC, said the Chinese foreign minister.
