Elimination Target was Completed in Liaoning

As of the end of November, the Liaoning officials had completed their mission to eliminate obsolete industrial facilities during the 11^th Five-Year Plan period.

By the end of 2009, the government had managed to remove 6.68 million tons of pig iron production capability and 1.4 million tons of steel; and has further scraped 1.78 million tons of iron and steel capacity this year.
