Directive 2009/48/EC, called the most rigorous toy directive in the history , will be implemented on July 20, 2011 after a transitional period of 2 years. Obligations and responsibilities of economic operators are more detailed and more stringent. Indeed, the new directive must give significant impact on toy manufacturers in China.

Recently, Entry-Exit Inspection and Quarantine Bureau of Ningbo launched a survey on how local toy companies prepared for the big challenge. Results said that among 116 surveyed manufacturing enterprises who export to EU and 10 trading companies, 80% comprehend generally or very well.
