New conditions for the polysilicon industry were published Monday by the Ministry of Industry and Information Technology (MIIT), National Development and Reform Commission (NDRC) and Ministry of Environmental Protection, according to the Beijing Times.
In principle, new polysilicon projects will not be ratified until the approval catalog for government-funded projects is listed, but prioritized construction projects (PCP) aiming at technology innovation and energy saving can be carried out upon approval from the State Council.
The conditions explicitly bring in new norms for projects such as site selection, energy consumption, environmental protection, and industrial scale.
Besides, when newly building or extending construction of a polysilicon project, the minimum capital adequacy ratio should not be less than 30 percent.
The new threshold will encourage companies with advanced technology, sufficient capital and supporters of the cause of environmental protection to expand their businesses, said Bai Hongqiang, an industry expert.
With the new saying, Chinese polysilicon industry is now predicted to draw larger market concentration; and at least seven large-scale polysilicon companies may birth, added Bai.
