Bid Invitation and Submission Work in Project Construction Area Strengthened in Gaotai County of Gansu Province

Second, integrity commitment. The chief leaders of construction units of government-investment projects should sign Integrity Responsibility Agreement with supervision bureau of the county to publically commit integrity and accept social supervision.

Third, on-the-spot supervision by supervision departments. Supervision departments mainly supervise the whole process of various links such as qualification pre-examination of bid submission enterprises, selection of bid evaluation experts, sampling of the lists of projects quantity and bid evaluation process in order to prevent the problems such as fraudulent bid, bid rigging, colluded bid and unfair bid evolution.

Fourth, restricting the process of signing contracts. Project construction units and bid winning units are required to sign contracts strictly according to bid winning notices in order to clarify the detailed information such as costs of project construction, construction period, quality requirements and fund allocation, and submit them to supervision bureau for records.

Fifth, strengthening follow-up supervision. Efforts should be made to specially supervise and inspect the problems such as using other companies qualification for bid submission, changing project heads after winning bids, subcontracting and illegal contracting, changing contracts randomly, change project quantity, lenient construction supervision and refusal of implementing safety responsibility in order to prevent vacant of follow-up supervision and maintain the solemnity and authority of bid invitation and submission work.
