Recently, the State Administration of Taxation (hereinafter referred to as SAT) convened a meeting for youth cadres. Xiao Jie, the Party Leadership Group Secretary and Administrator of SAT, presided at the meeting and had a cordial talk with representatives of young cadres from the departments and branches of SAT. During the meeting, he pointed out that the future of China's taxation would rest upon the youth cadres and encouraged them to stand firm on their ideals, to come down to earth and to feel up to their jobs, thereby making more achievements worthy of themselves and worthy of the times. Also present at the meeting were officers responsible for the General Office, Personnel Department and Committee of the Communist Party of China at SAT.
The representatives at the meeting were youngsters who joined the SAT a few years ago. With warm atmosphere, everyone talked freely about his/ her experience and came up with suggestions in light of one's own work. They finally came to the view that, during the crucial period for China's economic and social development, it was a privilege to work at taxation authorities, particularly at the SAT, and they all felt proud and honored to undertake the sacred mission of gathering fortune for the country and collecting tax for the people. Nevertheless, they also felt heavy responsibilities and pressure as the SAT leaders assigned them important and demanding tasks. After several years' hard work, they deepened their understanding of tax business through engaging in more practical work. Moreover, they all had made an enormous improvement both in their way of thinking and work, and knew from their own experience that the SAT leaders did care about them and want to cultivate them.
During their speeches, the representatives also expressed their thoughts on some issues that most young cadres were concerned about. To better serve the growth of the young cadres, Zhao Yanqing from Large Business Taxation Department advised to carry out job rotations to enrich their work experience and create forum for young cadres to facilitate information exchange; Xu Yonghui from Property and Behavior Taxation Department put forward a suggestion that SAT should offer more opportunities for the young cadres to practice themselves in the grassroots authorities by taking temporary posts so that they would have more chances to contact and understand grassroots job; Zeng Lingqi from Goods and Services Taxation Department suggested to open more channels for the young to learn and train, aiming to improve the knowledge structure and enhance their professional skills; and Du Dengtao from Tax Policy and Legislation Department suggested to give full play to the youngster's specialties and delegate more duties on them to help them develop as early as possible.
In light of the fact that the SAT requires relatively much of youngster's quality and that the young cadres have a strong desire to further study, Li Yue from Auditing Bureau suggested to establish learning and exchange platform in the SAT, and improve job information publishing system in a bid to timely reflect the SAT's work plan and work dynamics of various departments and branches, so as to facilitate cadres to keep track of the on-going work; Fan Jingjing from Income Tax Department held that SAT should strengthen staff communication among departments and bureaus and the widespread exchange of work experiences in all aspects so that people would learn from each other and improve themselves to build a learning-oriented government organ.
To further improve taxation work under the new situation, the young representatives also brought forward specific recommendations in light of their own jobs. Zhu Bin from Department of Tax and Information Technology Administration proposed that, during the crucial construction period of Golden Tax Project Phase III, staffs on secondment in this Project should enjoy some policy privilege, which would help them work vigorously and protect their interest. Sun Yimin from International Taxation Department came up with the view that talents were scarce in anti-tax evasion and thus SAT should recruit more members to form a working team adaptable to requirement of anti-tax avoidance; Chen Hong from Supervision and Internal Audit Department proposed that, in order to efficiently carry out inspection and internal audit, SAT should further improve the working system and establish a stable specialist team so as to enhance inspection and internal audit and strengthen prior and post supervision over tax law enforcement and internal management; and Wei Guolong from Department of Revenue Planning and Accounting advised to enhance coordination among departments and bureaus, optimize information sharing system and deepen analysis of taxation's relevance to economy.
Part of young cadres at the meeting also talked about their practical problems like housing and nursery enrollment of their children in anticipation that SAT would take further actions to help them free from their worries.
While listening earnestly to the speeches by representatives of the young cadres, Xiao Jie joined the debates and exchanged with them from time to time. He stated that the SAT would take all their problems and suggestions into consideration and provide more favorable conditions for the young. In addition, he expressed his expectation to the young. First, the young cadres should devote to their work with strong sense of responsibility. As China is striding into a new era of taxation, every young friend working in taxation undertaking should realize your life value by doing a good job; second, the young should love their jobs and commit themselves to it in a down-to-earth manner. Whatever job it is, the young should love their jobs, keep learning and studying and try to excel at their own work, not being influenced by social impetuous tendencies and earnestly doing their own job; third, the young should learn more to improve their overall abilities. There are many unknown areas of taxation work awaiting young cadres to explore. Not only do young friends need to enrich their professional knowledge from books but also to enhance their job skills in practice, truly living up to the saying 'live and learn' and 'specialism breeds excellence'.
