The presidents of Bolivia and Peru, Evo Morales and Alan Garcia, on Tuesday signed accords under which Peru affirmed and expanded its offer to Bolivia of a free trade area and port facilities in Peru in a bid to attract transit of Bolivian minerals and other goods, including crude oil.

Under the accords, Peru extended rights for 99 years so that Bolivia can make use of a stretch of land and sea near the port of Ilo, according to a press statement from the Peruvian government office.

"We anticipate the possibility to expand the port [of Ilo] so that big ships can dock and meet the rising demand of Bolivian exports, particularly minerals," the statement noted.

The accords also called for construction of 250 miles of highway to better connect Bolivia with the port facilities in southern Peru.

Peru originally granted in 1992 to Bolivia rights to a stretch of its territory near Ilo with the aim of attracting Bolivian industry as well as
traffic of Bolivian goods, but the acreage has remained empty.
