Northern China mid-summer, the sun is scorching; ten-li steel city, green trees shading everywhere. At about 9:30 July 4, Wen Jiabao, the standing member of CPC Central Committee Political Bureau Standing Committee, Premier of the State Council, accompanied by Zhang Baoshun, the Provincial Party Committee Secretary and the Provincial People's Congress Director, Wang Jun, Provincial Deputy Party Secretary and Governor, and other leaders visited TISCO .

In front of the 4,350m³ blast furnace, Deputy Privincial Governor Chen Chuanping, Group Party Secretary Yang Haigui and General Manager Hu Yuting and other leaders warmly welcomed Premier Wen Jiabao and his party.

Entering into the neat and orderly production site, Hu Yuting first introduced to Premier Wen the details about the 4,350-cubic meter blast furnace for its construction, process flow and operating conditions. Upon hearing that blast furnace operates under utilization coefficient exceeding the designing capacity, key indicators are very advanced domestically and internationally, Premier Wen was very pleased. In the blast furnace main control room, Premier Wen warmly shook hands with the operatiing workers, said, "Good job!" Hu Yuting introduced to Premier Wen Jiabao that large-scale blast furnace brought significantly improvement and enhancement to the environment, energy conservation, recycling economy and labor efficiency. Premier Wen asked about the blast furnace with great interest to the recycling economy, when he heard the blast furnace inputs and outputs are totally closed-loop recycling, the water is completely closed-loop circulating, part of the gas from the furnace used for heating up blast stove, another excess part is used to generate electricity, and using differential pressure to generate power, Premier Wen made detailed learning on the fresh water consumption per ton steel, integrated energy consumption, process energy consumption and pulverized coal injection ratio, waste heat and waste energy power generating. When he heard TISCO comprehensive energy consumption per ton steel, fresh water consumption are at the national leading level, Premier Wen are very pleased, he expressed his praise to TISCO s achievement over energy-saving, emission reducing and recycling economy.

During his investigation, Premier Wen also very concerned about TISCO s situation in response to the financial crisis, production and operation. Hu Yuting reported to Prime Minister, that May 10, 2003, Premier visited TISCO, gave us great confidence and power to defeat SARS. The time, Primier came to TISCO again, had granted TISCO confidence and strength to overcome the financial crisis. Currently, TISCO had been largely out of the difficult situations, operations improved from month to month, and started profit gaining. When he heard the enterprise has turned from deficit to profit, Premier Wen was very happy. Premier Wen also highly concerned about TISCO s merger and reorganization, after listening to Hu Yuting s work program introduction to merger and reorganization of TISCO, Premier said in a vivid way, "corporate mergers and reorganizations, should focus on the transformation of systems and mechanisms, not only to 'appearance together ', but also have to be spirit together '. When he saw on the stand a ten cent coin made of TISCO stainless steel, Premier Wen was pleased to pick up the coins, watch them carefully. Premier Wen Jiabao are very concerned about the adjustment of product structure of TISCO, walking and looking in the cold rolling plant production site, from time to time to stop in front of stainless steel product, seriously learning the product specifications, precision, performance and applications fields. One by one, Hu Yuting introduced the progress of TISCO s design, development and production concerning extra-wide, extra-thick, ultra-thin stainless steel products. After hearing, Premier Wen praised and said, "For stainless steel, you have an edge!"

When Premier Wen Jiabao was approaching the exit of gate no.7 of cold rolling mill, the working model representatives, workers and the masses who are already waiting there responded with warm applause to the arrival of Premier Wen. Premier Wen walked to the masses, was pleased to shake hands with everybody. Premier Wen Jiabao said, last time I came to TISCO is the time of SARS , this time to TISCO is the time of financial crisis, both of them are at a relatively difficult period. But I saw TISCO already has many the world leading advantages, in terms of smelting, hot rolling, cold rolling, in particular, stainless steel plates, which enables us to see the hope. China's steel industry is in a difficult period of adjustment, but also in a period of opportunity marching towards a promising and new development. I believe that after this round of adjustment, China's steel industry is likely to stand firmly on the top of the world. In what direction should iron and steel industry to adjust the structure? The first is to carry out technological transformation, and create world-class products and master the first-class key technologies, which is still the most important. The second is to resolutely eliminate the backward, on one hand to develop high-end products such as stainless steel sheet, etc., on the other hand resolutely eliminate backward production capacity. The third is to promote enterprise reform, mainly mergers and reorganization. Premier Wen pointed out that the development of iron and steel industry, firstly should combine with the information, and merge the information technology into production and management, so as to promote the steel industry to a new level; secondly should keep pace with the development of new materials, iron and steel enterprises should strive to have what the rest of the world don t have, have the best and quality among which is avialable in the world,; thirdly is to combine closely between the smelting, processing of iron and steel enterprises and development of recycling economy together, taking energy-saving, environmentally friendly path. TISCO already have some indicators reached world leading level, as in energy consumption, water consumption and waste heat, and should fight for more indicators of the world's leading. If a plant stand on a leading position concerning its products and management, this plant will never fail, the industry will never fail,either. Iron and steel enterprises are at a very difficult adjustment period, but also at a very promising stage, I hope that we have the confidence and courage.
