By making use of the advantages of developing industrial resources, the strategic alliances of industrial and technological innovation such as the Shandong RFID Industry , the Geographic Information Industry will be constructed, which can strategically promote the effective combination of the enterprises, universities, and scientific institutes. Lastly, great efforts should be made to build an innovative city. The evaluation system and policy mechanism for the construction of an innovative city should be seriously researched and well prepared. The predicted output value of high and new technology industry of the first quarter is 2.46 billion yuan.
