The water resources of Lu'an come mainly from rainfall to the ground surface streams and rivers. The underground water resources are scarce. The average rainfall for years is between 800 and 1,600 mm. The average year's ground surface water is 9.21 billion cubic meters. The area distributions are: Dabie Mountainous Area accounts for 60%, Hillocky Land between Changjiang River 33.8%, Billabongs on Huaihe River 4.7%, Paddy fields on Hangbu and Fenghe Rivers 1.5%. Time distributions are: The difference ratio between rain abundant year and rain scare year is 2.5. In the yearly distributions the flood seasons accounts for 50-60%.
The area has two river systems Huaihe River and Changjiang River systems. Major rivers are Peihe, Shihe, Panhe, Jihe and East Feihe Rivers, all originating from Dabie Mountain and running from south to north and empty to Huaihe River. The Hanbu, Fengle Rivers runs from west to north and empty to Changjiang River via the Chaohu Lake. In 1984, the present water conservancy projects have a total storage volume of 8.062 billion cubic meters, of which the storage volume of reservoirs is 7.057 billion cubic meters, ponds 0.989 billion cubic meters. The average year has more than enough water.
Lu'an is rich in hydropower resources with total storage capacity of 516,000 kilowatts. 330,000 cubic meters water is exploitable. By the end of 1986, 148,200 kilowatts have been exploited, accounting for 44.9% of its exploitable volume.
