Guangdong to promote electromobiles

Recently the Guangdong Provincial Government issued "Guangdong Electromobiles Development Plan" (hereinafter referred to as "Plan"). The Plan puts the electromobiles industry on the list of emerging strategic industries for key projects in Guangdong Province by striving to foster and strengthen the leading enterprises and the upstream and downstream matching manufacturers concerned, aiming to build a complete industrial chain and ancillary products of electromobiles with leading enterprises as the core, on the basis of which industrial aggregates will be established in both Guangzhou and Shenzhen.

The developing goals presented in the plan are to be implemented in two steps. The first step is by 2015 to create a network of ancillary equipments, an industry supporting system and policy environment adapting to the demands of the development of electromobiles industry, set up standardisation for local market, promote the application of electromobiles first to the urban public transportation system and then make it available to the households.

An industrial chain is to be completed centering on leading enterprises whose annual manufacturing capability will reach 200,000 electromobiles with their core technologies competing with international levels. In addition, the market share of electromobiles shall take up three to five percent in the new vehicle sales market of Guangdong and the productivity shall be about 5 percent of the total output.

The second step is to cultivate two or three international enterprises that boast self-owned brands and core technologies within 10 years. The manufacturing scale will be enlarged through industrial cluster, improving competing technologies in the international market and perfecting its industrial chain.

In the application and promotion of electromobiles, the plan demands to start trial operation on electromobiles, mainly in public transportation and with government agencies or institutions. 30,000 electromobiles will be put on trial operation in three to five years and some cities will act as pilot areas for running electric buses and electric taxis.

Enterprise groups and logistics industry will be encouraged to run trial operations. Taking the advent of the Asian Games, the 25th World Electromobiles Assembly and the 26th World Universiade as the driving force, large-scale running operation of electromobiles is to be promoted in Guangzhou, Shenzhen and some other major cities.
