For the second time, Guangzhou tested a series of vehicle limitation measures, including the odd-or-even number plate rule. The four-day, trial which took place from September 11 to 14, included lanes for official Asian Games vehicles.
Local authories during a September 6 press conference said that the results of the first test were positive and improved visibility and traffic conditions. Some problems did occur including a large proportion of out-of-city drivers being fined, a sign that communication outside of Guangzhou was weak.
City officials decided on the following measures to improve test results.
Vehicles without green environmental protection labels were banned from driving on the roads in Guangzhou's administrative districts from 0:00 on September 11 to 24:00 and on September 14th.
Vehicles with license plates ending with an odd-number could drive on odd days while those with even numbers could only drive on even days from 8:00 to 20:00.
Vehicles exempted from the ban included government officials and military, police vehicles, fire engines, official Asian Games cars, buses, coaches and taxies, consulate and embassy vehicles.
