The city planning and land resources commission opened counters at 14 district bureaus and property registration centers across the city to take inquiries and provide home registration certificates.
The certificates are required by banks and housing authorities as a prerequisite for homebuyers to apply for housing loans and register ownership changes with housing management authorities.
The new requirement was made after new rules limiting the number of properties one family can buy took effect Oct. 5.
According to the new rules, a family with Shenzhen hukou can purchase at most two homes, while families without Shenzhen hukou can purchase one. All potential homebuyers are required to obtain property certificates to ensure they meet the purchase conditions.
Certificates can be obtained from the commission s Bao an, Longgang, Binhai, Guangming, Pingshan subbureaus and property registration offices in Bao an, Longhua, Longgang, Buji and Guangming. They can also visit the commission s property registration center, the housing information center at the Archive Building on Shennan Road East.
More service counters were opened following a chaotic situation at the commission s housing information center when more than 1,000 residents queued for property certificates.
The office could handle only 350 visitors a day, yet at around 9 a.m., more than 500 people had queued at the office in the Archive Building (Dang an Dasha).

Homebuyers warned
THE planning and land resources authority has warned intending homebuyers against submitting false documents such as hukou and marriage certification when applying for property ownership registration.
Those who are caught falsifying documents to purchase homes would have their registration applications invalidated and bear the legal responsibility and consequences.
