September 12-13, 2009: The National Golden Card Leading Group Office of Project Coordination hosted the Citizen Card Application Forum in Hangzhou. The meeting was sponsored by the Hangzhou Informatization Office and jointly organized by the Hangzhou Citizen Card Co Ltd and Insigma Co Ltd.

As one of the main forums of Y2009 Electronic Information Expo Hangzhou, China, the Citizen Card Application High Forum invited some 400 representatives from the Card s manufacturing, academic, research and application arenas, and its business operators from such cities as Ningbo, Yangzhou, Suzhou and Yantai for a joint exploration of new developments and trends in the Card s operation model, policy environment, technological platform, equipment terminal, service forms and business modes.
At the Opening Ceremony, Zhang Qi, Director of National Golden Card Leading Group Office of Project Coordination and Deputy Director of Electronic Science and Technology Commission of the Ministry of Industry and Information Technology, Pan Lihua, Chair of Smart Card Society of China Information Industry Trade Association, and Xu Yu, Chief of Informatization Promotion Department of Ministry of Industry and Information Technology each delivered keynote speeches. Later in the event the Hangzhou Municipal Government presented to the participating domestic and international attendees Hangzhou s Citizen Card project and its results in informatization application of the city s public service coordination, sharing, and development.
Insigma launches its Smart City Strategy of Intelligence, Interconnection and Coordination
Addressing at the high forum during a themed speech entitled Sustainable Development Strategy for the Future Smart City ; Intelligence interconnection coordination, taking the example of Citizen Card Application , Mr. Zhang Xuguang, Vice-President of Insigma, briefed the audience on Insigma s newly released City White Book of Harmonies Way to Construct Intelligent Urban and Rural Areas . The Smart City conception, based upon the rich experience accumulated from the construction of Digital City , characterized by Intelligence + interconnection + coordination, serves to further promote the integration of advanced information application and brand new urban operation concepts. With this as the foundation, the city government can accomplish its three major leaps forward: from management to service, from correction to operation and from separated local applications to coordinated integrated service platform. Through deeper intelligence and more complete interconnection, efficient exchange and sharing, and coordinated related application, Smart City aims to reach the harmonious goal of safer, more efficient, more convenient, and greener operations for a modern city. The key principle for building a Smart City shall require government s role in guidance and coordination to ensure healthy and orderly construction. The government can provide new resources for city operation, promote the city s future strategic investment, facilitate the organic integration of information technology and urban operation, assist in the development of new areas of growth for the service industry, and ultimately help develop win-win results for all major players in city management, service and operation.
Insigma presented in Y2009 Electronic Information Expo
During the Y2009 Electronic Information Expo Hangzhou, China, Insigma set up exhibition stalls in both Citizen Card Section and Hangzhou New & High Tech Development Zone Section to showcase the comprehensive strength of Insigma to leading officials from participating cities in China and representatives from famous domestic and international enterprises. By the Exhibition Stall of Hangzhou New & High Development Zone Section, Mr. Cai Qi, mayor of Hangzhou, stopped by the Insigma booth to learn more about the company s contributions to the industry. The mayor was impressed with the number of prizes won and achievements made by the firm in the area of software outsourcing and IT services. After meeting with Insigma management, the mayor left with a deep impression of Insigma s value to the city s management and operations with Smart City as its core.
At the Expo, Insigma s concept of Smart City, led by the principle of Harmonious Way to Building Intelligent Urban and Rural Areas and characterized by Intelligence + Interconnection + Coordination , drew great attention from various city managers. This interest will help lay a solid foundation for future cooperation between Insigma and city managers in building the Smart City.
